I always thought that was pretty cool. Only the last weeks I have learned I was to consider this irresponsible behaviour. Eh. There was the alarm to keep kids from falling over the edge of the Annan but there were probably other hazards in the Court where kids could fall, or get hurt in other ways. True, it is a comic and beyond that the population is low so there are few strangers but still... Yes, Mort could probably be found guilty of abuse by some lower-case court for failure to install proper signage in his corridor, such as "WARNING: PLEASE EXPECT UNEXPECTED ECTOPLASMATIC RENDITIONS", in order to prevent psychological ghost-clown trauma in Spanish students. The sign would have had to be bilingual, of course, or maybe trilingual, to include Galician specifically. Of course, Mort is doubly dead at this point, although even that hasn't always stopped people from being put on trial. Edit: Hahaha, the OSHA website actually mentions a "Hispanic Outreach" program at present. I love coincidences. The Court probably operates on the assumption that the smart and adventurous kids will figure out how to avoid their simpler barriers, and is particularly interested in tracking and observing those people without any interference, unless they get too adventurous by their measures.

You're overlooking the bigger picture here which would be civil liability. If I were a solicitor I could make the case that Paz has been traumatized and her sense of living in a safe and secure world is gone; she will need lifelong mental health care as a result of that encounter (she keeps repeating the story to people) and that the Court clearly knew of Mort's presence and did not post warning signs or remove him, therefore even though Mort may be dead dead the Court and the RotD bear liability, since he was acting as an agent of the RotD and he was known as potentially scary (therefore dangerous to the unprepared). Also an agent of the Court (at the time) removed Mort from the jurisdiction which is suspicious. No doubt both of those groups have deep pockets and I could wring a punitive settlement from a sympathetic American jury; not so sure about the UK but in America we now have warning signs on woodburning stoves that inform the unwary that the stoves are hot while in operation to prevent such liability. Perhaps ghosts should have the same... or mayhap the function of the various etheric beings like Coyote is to prevent the lawyers from gaining a foothold like that?

I have a picture of a cute little dune buggy--plastered with warning stickers. I think there should be one, if any, right in the center of the steering wheel: THIS VEHICLE WILL KILL YOU IF YOU DRIVE LIKE AN IDIOT. NOT OUR PROBLEM. HAVE FUN, YOU POOR BASTARD.

Assault, not abuse. Well, sometimes I find myself unable to make one point without sacrificing accuracy in the other. In any case, I would claim that he would be responsible for Paz's (pronounce "passes") trauma (which will not Paz until she Paz's away) as the conditio posthumana sine qua non just to try and fit as many terrible puns into my accusation as humanly Pazible. I think this post already constitutes a cybercrime in Germany. I believe that the legal body commonly designated as "the United States of America" might actually be governed by a hidden algorithm, whose tentative aim is to produce the most amusing state in existence, so that one day, all foreigners will fail to recognize its power and merits while all its citizens will fail to recognize the absurdity. ...The most prevalent problem of people trying to understand each other, isn't it. Sometimes, it does seem easy to suspend the memory of Annie's descent from an embodiment of primordial fire. Even for Annie herself. I like your thinking. I think there should be one, if any, right in the center of the steering wheel [...] In a car, it should obviously occupy the entire span of the windshield, to ensure that the driver can be held responsible for keeping the warning in active memory at all times. Otherwise, he might escape a guilty verdict after causing a crash, by claiming inefficient security guidance!

This algorithm isn't doing well at present on the latter point...
