I've been thinking and I've come up with another theory of why they were on a cruise (again, I apologise if this has already been said): What if the Court was trying to train them how to handle themselves at formal social occasions? The lack of tutors means that it would be a realistic simulation and the ship is on hand to intervene if things get out of hand. Many people have suspected openly here, numerous times, something along those lines - that the ship and the Seraphs were acting on the Court's instructions rather than on their own impulse, to the point where suggesting that yet again is starting to develop a "Queen Anne is dead" level of old news.

Queen Annie is dead? I didn't even know she was a queen! Queen Anne of Great Britain (1702-14); there's an expression about old news that "Queen Anne is dead".

You mean that Ethelred is no longer on the throne? Methinks that I need a new memory.
