Just so EVERYONE is on the same page (that's a pun of sorts), Bob has been seen twice before this chapter: here, and here (last two panels). Can't ever assume that everyone follows that closely. Or that everyone knows what Occam's Razor is.

Occam's Razor possibly dates back to the 14th century, and it basically boils down to: All other factors being equal, a simpler explanation is preferable to a complicated one. And in this case, what Occam's Razor implies is that the only reason Bob looks different is that his design has changed, or that Tom hadn't decided what he was going to look like in his earlier appearences, and we can spend time speculating about something else. That, or Bob is undergoing rapid aging due to being possessed by Cthulhu, and sometime within the next chapter or two he and Coyote are going to have a super-awesome duel to the death.
Whichever theory you prefer.

And after a long absence, I am back. My theory: Bob looks older because he's been contaminated by the agents he was decontaminating the stuff in the room from. For humans, the contaminating agent is poisonous. Like lead metal, or the like. Creepy one, eh?

Kat's grin in the first panel is hilariously ridiculous, and vice versa. And I guess Bob really does look different now, or Annie and Kat would recognize him...maybe he was disguised? Or wearing huge sunglasses? We don't actually know that he looks older, just "different;" we never got a good look at him until recently. I doubt the "decontamination" place is actually dangerous, since no one seems horrified that they went in there, and Bob didn't really make much of an effort to make them leave when he found them in there. It's probably just that organic things from the forest can hurt technological things from the Court, much like how the reverse happened back in chapter 14.

Not that K&A would recognise him, really- he was in shadow the first time they saw him, and Annie probably wasn't paying attention to the audience at the meeting.
