I'm thinking it has to be Anthony, Annie would recognise him, and the class and her wouldn't have this reaction if it was just someone else who happened to have the same surname.
Plus, given what we know about him, turning up like this is completely in character...

Looking from behind after not seeing person for years, even family can sometimes have trouble telling apart brothers... it depends on how much their hair color matches. "Annie would recognise him" Yes, almost certain it is either a relative of Annie or some crazy clone/robot duplicate of dad rather than just a random stranger. If it is dad, he may be so completely obsessed over something that the usual social interactions are missed because less important and he isn't sure how to handle them. He lost his wife to what he as a doctor likely sees as a "genetic disease" like cancer, a family curse. His daughter is all that is left of mom he may be completely obsessed with saving her life to make up for not saving her mother and the normal social interactions with daughter are missed as result.

Something's telling me this isn't a fake-out, although his name is technically Dr. Carver. And the fact that no one decided to tell Annie about this. The uncle theory davidm has seems plausible.

So a mister Carverall is the new teacher? What's everyone getting so excited about? It's just some guy that teaches swordsmanship and veggy chopping. Now if it were his brother, Jack Carverlots, that would be a different story. You want to watch out for that one. There was this one time in ginsu class when he called for a volunteer to demonstrate fileting technique and -- Well, let's just say they fired him. With a flamethrower. That would be some evil teasing, yes. It could be "uncle" rather than "father" But even if it is "uncle", good chance that "father" was secretly involved in asking his brother to watch his daughter. The main problem with this being/not being Anthony is that he managed to stuff himself in some rabbit hole so many bends down that it's utterly impossible to as much as contact him - and now he would cancel this and pop, "Hello, guys, did I miss anything?" just like that? ...Then again, he always was a little strange. So if he turtled away and very rarely contacts his best pal Donland like that, why anyone else would be in a better position? edit: cut too short.

This is probably sad to say, but Annie might recognize him better from the back than the front, given their relationship. I think Annie would know his face very well, dad didn't speak much but they did interact, eg he bandaged her hand or looked at her when treating her mom. I can have trouble picking out my mom from another person in a busy shopping mall, etc from back end, hair by itself does not tell much.

The main problem with this not being Anthony is that he managed to stuff himself in some rabbit hole so many bends down that it's utterly impossible to as much as contact him - and now he would cancel this and pop, "Hello, guys, did I miss anything?" just like that? ...Then again, he always was a little strange. The motive matters... He is a guy that gets obsessed over small things even though he doesn't show it, so likely gets more obsessed over big things. A girl likes him, he is a basket case inside not knowing how to handle it. He choose to become a doctor perhaps *after* he knew his wife's "fire elemental" condition. He was obsessed with curing her/saving her life. He might have played hard to find because he strongly feared court will try to stop him from curing his daughter. (He may think "Fire elemental powers are worth more to court than a person's life") If he has come out in open or sent his brother in his place, it may be because he saw better way to cure daughter, the long distance approach failed because of zimmy.

Although I agree that if he returned he must have a compelling reason, it was a long time ago (in-comic) that Zimmy interfered. By my count, at least six months, possibly up to nine or ten (a few months between chapters 39 and 44, some time for Andrew to get used to his role as medium, and a summer break recently). So what could that reason be? Finally ran out of scalpels in outer space?
