The only times when her powers got out of hand was when there was a factor that messed with her power, like the power station. Zimmy was showing signs of seasickness earlier. If that also has an effect on her abilities, trouble could ensue.

Normal rain helps Zimmy, possible sea water does opposite and helps spiders and Zimmy is sea sick not because of the motion. (But instead sea sick from difficulty suppressing her monsters even with her helper nearby)
Jack with his connection to the spiders may be able to sense what makes Zimmy dangerous. (Possible he can hear the spiders calling him loudly rather than just a slight whisper that is easy to suppress, sort of like a former alcoholic in a bar)

Alright, so Jack is concerned about Zimmy and being in the sea. He could at least make a less antagonistic face about it.
And I just had a sudden, very bad thought: Zimmy might cause the title to drop, due to her exposure to whatever it is about the sea. (From what glimpses of others' opinion I could extrapolate)

Zimmy's dangerous, yeah, but I don't figure it's any worse than normal. And even if it was, she's still got Gamma, and the restricted space means Annie should always be available inside ten minutes too. Especially in a situation like this where they're both within thirty feet of Zimmy, it should be fine. There's probably nothing to worry about unless Jack does something to provoke her... So yeah, there's definitely going to be a big problem.

My wild suggestion is Jack thinks (and knows via one Zimmy's hidden spider in his head) that Zimmy out of control can summon/fail to stop any monster on this realm/reality, specially the long legged ones (as seen on here and here). I'm not sure about what Jack means about 'not safe', but Gamma might be about to add an additional factor. Probably it just puts to many people in close proximity to Zimmy. Normally she and Gamma barely attend glasses, and they can pretty much wander the court at will. On the boat there are limited number of places they can hide, and a lot of the rest of the area is small rooms and tight corridors, and the larger public areas will constantly be full of people. Things where bad enough when just Annie and Jack got caught in Zimmy's world, if a large number (dozens, hundreds even) of people where trapped there's a lot more opportunities for someone to get hurt, lost, or infested with spiders.

Pity, I had really started to like the Zimmy+Gamma->Jenny thing. Yes, I'd been coaxing that idea along in my mind for awhile now even though it was getting pretty unlikely. But this page firmly shoots down the theory. So now I'm wondering about Jenny -- what's with her? I hope she's not just plot kindling to be thrown into this flammable little mix. I would be more than a little disappointed if she ended up having some power that ends up saving the day or somesuch, but if she's at the Court now there must be something special about her. I'm confident that as always, Tom will provide a way for her story to make sense in an interesting and creative way. I'm just curious what that will be!

I interpret this to mean that Jack is openly glaring at Zimmy/Gamma, Gamma sees this and is upset, and Zimmy trying to comfort Gamma and glaring back at Jack.

I read it this way the first time as well. But then I thought about it and the other interpretation also makes sense: Gamma is taken by surprise by the attention of RandomGuy. Jack sees that and turns sour at the thought of random people trying to socialize with Gamma (and by extension Zimmy) because a) he knows the danger of a jealous Zimmy and b) he is very protective of Zimmy/Gamma. (I say Zimmy/Gamma, not just Zimmy, because I don't think Jack would ever want to break those two apart.) Next page prediction: Jack stepping in, shoving those random dudes away. (Prediction success rate: 1%)

He just would have had to decide that it has no bearing on the facts of the matter. The opposite situation to Gamma wanting to take a boat ride; Zimmy and Gamma being on the boat. It would be Gamma wanting to take a boat ride; Zimmy telling her they can't do it and not put others in danger, in keeping with the existing "keep people at arms length because I am a danger to those around me" policy. She could have done just that and not have loved Gamma any less than she did beforehand.
