Uh, you mean Surma? Because I don't recall anyone fussing about Annie being a weirdo, except for Jack when he was possessed by the Spider--he pointed out to Kat that no one likes Annie because she's strange. Also, I don't think the Court ever meant to stamp Annie's "strangeness" out. They acknowledged that she was a strange girl early on, after her first encounter with Coyote, and offered her lessons. They also seem well-versed in the etheric sciences, so why would they care if Annie has etheric powers? Anja said that the Court doesn't like the explanation, "It just does"; that doesn't mean they hate everything etheric. I expect that they refrained from telling her about her mother and her mother's blood because they a) didn't think it'd be important at this point, considering that she's twelve or b) her power is such that if she didn't learn to control it first, through the medium lessons etc, then there could be serious consequences.

This is a little off topic but I have always been curious as to why, if ysengrin hates humans as much as claimed, why did he choose a human-esque form?

No, I don't remember the exact page number. ...as well as about whom exactly this was said. It's tempting to nod at the Red Flower Phoenix theory, but no, they can't shun her because they automatically suspect " Fire, Walk With Me!" is her theme song. At least "suicide fairies" had no problems with fire at all. Also, locals loved Surma and Annie resembles her very much. The latter also applies to "because one of her ancestors chose to play in the neighbouring sandbox" theory.

But Annie is not a phoenix, even if she is descended from one. She is human with drops of blood from something else, "not exactly human." That's why she looks like a mere girl in the ether. This coincides with my original theory. I don't think Surma was the start of the phoenix line. I think it goes waaaaaay back, or at least before Surma's mother had her (because that's how everyone knew what would happen when Surma had a child). But I think Tom will always win. Maybe Ysengrin aspired to become the very thing he hated because he was insecure about his personal power and wanted to flaunt how much stronger and better he was to his enemies on their own terms.

Whatever I was expecting I would find when I came back from skiing, it wasn't this. Anywho, the moment I saw this page I was reminded of this bit of information from Tom, and the resulting discussion. Annie wasn't mentioned in the list, but it definitely may be relevant.
