An older Steadman, perhaps? Or are we about to meet the artilleryman himself? My guess too. This is so close to the end that I think most new characters will be ones alluded to but not seen so far. The new person being Omega is a good example of this. And the Artilleryman is the Court Founder that we have seen little of but whose split with the rest of the Court always felt like something significant.

And Omega is, of course, Paz. It would be apparent to me that this IS Timeniversal Kat, trapped by a fashion of " locking her out of her account, err, body", but using animals as external speakers. And of course, Zimmy IS the Heisenbergian Uncertainty principle, So, Kat will fuse Omega by fusing it with her NoNonsense PoV, perfecting it, and effectively destroying Zimmy retroactively.

Garb-wise and atmosphere-wise everything does look rather late 1800s-ish—sepia reminiscent of early daguerreotype. Seems likely Omega is closer in age to the founding of the Court than to present.
I love this art direction, especially the limited palette. It's so delightfully moody.

it's Boxbot! foreshadowing "terrible". boxbot is like doctor Frankenstein, a mad scientist animating dead bodies, putting small parts of their brains in a jar with lots of wires attached, using fragments of brains of "gifted" individuals to do "magic".

The red eyes are something we have seen heavily with Zimmy, maybe hints towards Zimmy/Omega being two halves of the same person, perhaps split into two individuals?

Thoughts — Possible reason why the buildings aren't quite right sometimes? Was Omega excited because she doesn't truly get out much? The aforelinked occasion might've been the least vicarious excursion she's had in who knows how long, pinned in repose as she is. If her main function is prognostication, it's interesting that she isn't privy to the whys of things. When we assumed Omega was a tool in the strictest sense, that capability sounded cold and machine-like. But reframed as we see her now, it just sounds like a person who happens to also know* stuff. * quite a lot of

Unless maybe it was Omega disguised as Zeta? Or maybe Omega was that bright light on the other side and she made counter distortion which we haven't seen. The distortion was different from the beginning and Coyote was blamed, but now... who knows?

After seeing the dark-haired girl lying on a cobblestone floor, we see a man entering a room with such a floor; there is a crow or raven in that room watching him, though we don't see what the bird is perched on. The color scheme is the same chiaroscuro sepiatone as the previous page, with one addition, which is the bird's red eyes. The man is shown only in silhouette at first.
The bird says the chapter's first words, telling the man, "I have waited for you." But the man believes that it is not the bird speaking but rather someone else who has the ability to speak via animals. This person inquires whether the man is afraid of them, but then in the page's final panel the camera zooms out to reveal that the girl from the previous page is in fact lying on the floor of this room, her eyes closed, with the bird perched upon a nearby shelf; this appears to be some sort of cellar or storeroom. The man states that others have called the girl a witch but that he does not subscribe to such closed-minded beliefs.
OK, so if indeed this girl is (or will become) Omega, she clearly has an etheric ability, but what we're seeing her do doesn't involve predicting anything (let alone everything). Then again, speaking via animals may not be all she can do. Can she speak any other way, or is she limited to speaking only via animals?
When is this taking place? The girl wears a long dress with long sleeves. The man appears to wear a jacket with lapels and a bow tie or cravat, and pants of some kind. There's nothing here that precludes this happening in the modern era; some people still do dress like this, but there aren't a lot of indications of the technological level of the day. We see what might be glass jars and possibly a slanted window. That bow tie, though ... I'm seeing that the bow tie evolved from the cravat in the early 19th century, and this looks like one of the intermediate stages. It may be late 18th century or early 19th.
