The glyphs on the face look sorta like lightning bolts to me, crossed with a Siddell-esque question mark, but I think they're just fancified versions of the scribble that appears on Nobodies' faces. Gotta figure it's from the anti-memory whatever, but I also wonder if the figure isn't really there but is appearing through telepresence from the other side of the ocean (thus the ocean-ish appearance).

Excuse me as I hop right over the Faceless Entity to comment on how prominently the moon with Annie's fingerprint on it is shown in the background, on both this and the previous page. I wonder if that's a reminder that even though the Court is moving to another planet, they may not be as inaccessible to those left behind as one would assume - especially if Loup gets involved.
Speaking of which, will Loup continue this attack when he learns that the entity he was attacking has dipped?

Or maybe... only Kat can't see them? If this is some kind of being made entirely of ether, it would make sense for Kat to be unable to perceive them. I think this is Kat's memory. At the time this happened she was able to see something that may have been alarming about their appearance or how they were dressed but now she can't recall much of anything about whoever was speaking except that they made excessive hand gestures while talking.

So I think its becoming clear the need for a massive ether source was misunderstood by us as a group. They need it in the same way we need to get away from gasoline. They still have enough, just not enough to operate the as they would like. It must take the ether stations and maybe the Forrest transfer students ages to get the details of a trip secured.
I'm assuming Kat doesn't remember because the "transcended" person isn't letting those who stay behind remember. I wonder if its a technology or if we also misunderstood the issue they have with the ether. They may not have an issue with its existing, just that everyone doesn't have equal access to it. Kat used the arrow to build a way for non magics to do that. The arrow is already Court tech.
I think it's s Kat from the first timeline, but that I feel less confident about.

In the first panel, are Annie and Kat still at the ocean? Because it looks like a featureless beige wall behind them. At the very least, if it's still night the wall shouldn't be beige.
There's no room in the panel to draw any of the Left Behind people there. Or waiting for the Beam Me Up Scotty. But that doesn't mean they aren't there. Not to mention, would they want Annie of all people to suddenly crash their cult party?
If they have moved away from the ocean, moving Kat away from the brink of the Court's cult has to be a good thing.

WildSpec: the cult leader alien finished its speech, explained the rules, maybe did a quick "so, who's with me?" before loading up the Space Boat to "space, and totally not Guyana."
And what of anybody who doesn't want to go, or who has cold feet? Hypnotic command to prevent them from revealing too much. Perhaps with instructions to stay at the beach (until dawn? until the boat is gone? await further instructions? or "until the memory wipe is complete")
Then Annie arrives and breaks the spell, at least for Kat. So Kat still has a fuzzy memory of what happened.
