My interpretation was always that she liked Jones very much, especially admiring how she seems not to express any emotion. Hence Jones wearing a mask, and lending it to Annie - she's showing her how to be a perfect, blank facade. Later in the dream, Annie willingly unmasks only when she's being vulnerable and showing emotion with Kat.
Annie's mask motif is used frequently with her fire spirit (literally and figuratively, the fiery anger within her), including here and again here. Annie masking her emotions, learning to deal with her emotions, being overwhelmed with emotion, and masking them again is a long running theme of the comic. We see it happen without an etheric lens (emotionally masking, but we can't see the mask) in the physical space here.
Anyway, sorry if I rambled a bit, but I think that dream was Annie secretly seeing Jones as a role model. They've always mutually respected each other and both have even said so aloud. I'm excited about this chapter because I wonder, with Annie growing and changing so much recently, if her dynamic with Jones has changed as well.
Keep in mind crush doesn't mean "seriously want to date or even presue". Like, I don't think that's where anything is going.

as a fire elemental she's effectively the same person-ish as the original fire elemental they came from
