We're talking about the student's point of view here. All they know is he's a scary teacher that publicly humiliated and harshly punished his daughter. Tony can't do very much to Winsbury, but he can do almost everything to Annie: forbid her to meet her friends. Assign more homework. Find yet more creative ways to make her life miserable. (He probably wouldn't anymore, now, but Winsbury can't possibly know that) If you're just looking for a convenient cover up, probably half the girls in the class are more appropriate than Annie, with her current situation.
Good point... but Winsbury can afford to let Anthony successfully keep him away. Or maybe hold something imaginary over his head in turn - for example, should Annie have too much troubles with school, Winsbury could volunteer to provide whatever legitimate help he can as a student of now-senior class. Which Tony cannot formally refuse, because then his demands will look less like legitimate concerns about school. Also, these sneaky folk may have heard that the Headmaster literally threw this guy to the dogs, and figure - hey, now there's enough of distrust between these two that they are not going to compare notes.

Antimony does have the reputation of being a loner. [And I mean that not in just a social sense, but Antimony wanders the Court alone and unsupervised. Supposedly meeting up with her at odd places at late hours would be ideal cover for clandestine rendezvous with Janet.] Winsbury wouldn't know about her fire-issues just like he wouldn't know about Renard being returned so readily, but Janet would probably know something about the mess that happened when Coyote visited and some of the fallout. If I were Winsbury I'd rather take flak for dating the daughter of a teacher than the daughter of a headmaster... let alone a headmaster who's a high muckety-muck in the Court. Teasing Renard and hare-brained schemes are not mutually exclusive... I'm in the "Oi Annie, since you're such a dateless wonder anyway 'ow bout me and you pretending to be an item so we can keep foolin' Jan's da?" camp. Kat and Paz may or may not know the real reason. Well, that would make sense. And if that's the case, then I'm sure K&P are in on the plan; otherwise they wouldn't be so cool with it. ...but what if they only know that he plans on asking Antimony out, not why he might do so? If Kat and Paz honestly thought Winsbury liked Antimony then they'd be excited for her...

Also consider, precisely how long ago was it that we last saw Janet and William overtly dating? Nearly a third of the comic ago. Maybe...they just parted on amicable terms, as friends, and this pattern of behavior on William's part signifies genuine interest. Each of these incidents, individually, was easy to dismiss as nothing at the time because we "know" William and Janet are dating, but we now have Tom dropping a pattern of hints over the course of 200 pages.

I can't help noticing that Reynard's reaction was anger at William, rather than shock and then stating to Kat that this wasn't the best time. I'm not quite sure what that means, but Reynard seems more jealous/protective and angry than worried for Annie.
