I'm voting that the letter is for Surma. Or at least hoping it is. Yeah, she feels bad about Mort, but I think that can be fixed in person. Maybe it's like a barter cause they want something out of her.

just a few thoeries
theory one: the letter is to her dad
1) annie's request is refused, because he is still alive
2) annie gets a reply and now we know he is dead (and left an arsenal etheral weapons)
theory two: the letter is to mort
1) mort comes back and is all "ya rly"
2) mort gets the letter and times his appearance to scare the living daylights out of annie; they are friends once more
3) mort gets revived with the dragon balls, turns super sayajin and saves the universe
theory three: the letter is to the ant she killed
1) nothing happens because it's just an ant
theory five: the letter is to her mother
1) surma is all "aw...", replies, and there is now an odd pen pal thing going on with them
2) surma gives some motherly advice and cuts off all communication
3) muut refuses to deliver the letter
5) surma is revived with the dragon balls, turns super sayajin, and saves the universe

I don't think the letter could be to Surma. Communication with the "passed-on" (ie. dead people who aren't ghosts) doesn't seem like it should be that easy, if possible at all.

I don't understand why so many people think the letter is for Surma. If Annie could send letters to her mother don't you think she would have done it already? Beside after one year I doubt that Surma is anywhere when even the guides can reach, but that is another discussion. The letter is obviously an attempt to contact Mort and try to mend things with him.

Btw: The german word for 4: "vier" and the english word "fear" sound almost exactly alike. This can lead to some confusion when you try to talk about the game Fear 2. Regarding the comic: Panel 1 and 2 are probably among the most funny in the entire comic! I'm still laughing every time I look at them

I'm on the Letter for Mort camp, mostly for the reasons sebastian stated above. Why try to get a letter to Surma now? It doesn't fit the storyline, given that Annie still owes Mort that apology, and she would've tried a long, long time ago if she even thought it possible to do so.

I doubt the letter is for Surma. If Annie only had to send a letter through the psychopomps to communicate with her, she'd probably be doing it all the time and I'd say it would have come up already.

Who says she hasn't been? Maybe she just hasn't had time for it because of all the goings-on with the Court, but she did do it all the time after Surma died yet Annie wasn't yet in school. We wouldn't have seen it because it probably would be more like a 'Hey mum, how you doing? I saw Muut again today. He still has a funny head.' kind of trivial communication.
And this would be an important letter, of course.

I have a hard time imagining letters (or other physical objects) being able to be delivered to the afterlife. So I think that the letter's for Mort.

Annie, not willing to risk an angry Mort, stuffed an envelope full of monsters, and had Muut deliver them.
Now they're here to destroy him.
