just spitballing here but I wonder if Omega and Zeta were ever the same entity, or at least derivatives of this person, whoever she is...a bit like Annie used to be split into two then merged again.
Except maybe in that case both Zimmy & Omega had different life trajectories.

Can Zimmy's power be passed down genetically? Can it move from parent to child? Is this Zimmy's ancestor?
If so that could be one reason why they were so keen on observing Zimmy for so long. To compare and contrast her abilities with the girl they turned into Omega.
Zimmy is known as Zeta by Court Officials so the titling pattern applies too.

From the dress and cobblestone, we may be looking at a flashback, like others have said. That would certainly be helpful lorewise. I'm still leaning toward split personality. That way Kat can "kill" Zimmy with Omega, when trying to heal them/her.

Omega must be at least a century old. These are 19th century garments, I believe. Maybe early 19th* century. So I would guess between 150 and 200 years old. But GC (the comic) is notably not era-accurate in clothing depiction - as in the old discussion of Jones' fashion in The Stone (chapter 40), the Founders' uniforms in The Medium Beginning (ch 17 a loooong time ago), and Surma's gang in Get Lost (ch 64). Also, the colours (kind of sepia), lighting and overall nightish mood hints for a Jack The Ripper setting. So, again, 19th century. I am wondering about the significance of the thingy in the upper left. Well, there's an Omega letter in there. * I abhor the use of roman numerals for centuries. I know it's the norm, but I find it pedantic and you will never catch me using it.

Well, there's an Omega letter in there. Which is what makes me wonder :3 If I had to guess, it's some kind of special vision overlay. Or even more meta, a reverse chapter end mark? I wouldn't be that suprised if Ω is powerful enough to mess with the fourth wall just a tiny bit.

It would explain the resemblance and her etheric-warping powers. It would also explain why they were willing to bring Zimmy to the court and then largely left her alone. They were only after her abilities wrapped up in her DNA.

Maybe this is still the distortion (the buildings were brown in those first scenes with nature and architecture morphed) and we're actually seeing Gamma or someone else instead of Zimmy.
Or maybe, judging from the vintage dress and the normal eyes, we'll see Zimmy's past before she became an ether sink, and she'll turn out to be way older than she looks

Last century, hence the period clothes. Experiment failed, subject died. Zimmy herself is Zimmy-mark-N, the most recent, and final attempt attain an *organic* Omega. As crafty Coyote said, the Court wants to become gods, or have god-like prediction ability. Originally they thought they way to go was orgranic, but after repeated failures, they finally succeeded (sort of) with current machine Omega.
