The purpose of the seraphs always seemed to be as some form of campus security. But given Diego's obsession and the way EVERY. SINGLE. ROBOT. (Except maybe for boxbot) remembers and feels guilt over Jeanne. It's entirely possible that Robot came into being with a higher level of fanaticism than others. He was found as a box of spare parts, and his cpu is different from the others. Features that have yet to be fully explained or explored. Maybe he was programmed to "serve" the next angel of Gunner's Kragg?

Robot is going on, and the visuals of Annie, Shadow, the mystery NP, and the seraphs are gone, as are the feather framing designs. We seem to be entirely focused on Robot's internal symbol system now. We see Robot's body but with horns on his head and barnacles on his back as he explains that the manipulations and betrayals, which are worth it to him in comparison to the ascension of his fellow robots, would be something he could easily carry, as a robot. There's a second vision of a dark horned figure, seated on some sort of rocky promontory and facing away, possibly representing Shadow, who does have "horns" on top of his head.
Except that then there are his feelings for Shadow. He knew Shadow wouldn't approve ... so he kept it from Shadow, because the longer he did so, the more time he could spend with his beloved. And here we have another image of Robot as a far more wretched horned figure, red and veined, with larger horns, back bent almost double with the weight of the barnacles on his back, which have sprouted ciliated tentacles; he tries to reach toward the Shadow figure.
So Robot was able to bear the guilt easily except when he looked at Shadow. He suspected Shadow would disapprove, try to stop him, or even leave him if he knew the truth, so Robot kept most of what he was doing from Shadow, and this behavior was "rewarded" when it worked. Shadow gave Robot the benefit of the doubt, and he just didn't say anything. But this feeling festered within him. And apparently it's affected the form he took in this distortion, making it all obvious.
Will Shadow leave Robot? Will this be the end of one of the longest-established relationships in this story? Or will they find a way to reconcile? Robot has done some pretty serious things, but in the end, has anyone actually been harmed by them? He did manage to bring about the ascension of the New People, which seems like a good goal. Maybe he can come clean with everyone, including Kat, and they can all work things out? But then, there are lots of events going on; will he have a chance to do this?
So with the breaking of the Kat-Paz relationship and now the Shadow-Robot relationship, the longest-standing relationship remaining unbroken is the one between Annie and Kat themselves (unless you count minor characters such as Winsbury and Janet, John and Margo, etc.). This relationship's been strained before, but is this trend of splitting up seemingly-stable relationships going to continue? I'm not sure. The cracks in the Kat-Paz relationship were showing for a long time, as were the ones in the Shadow-Robot relationship. But Annie and Kat aren't romantically involved; their relationship is just a friendship, and although they've had their problems, they've always managed to adjust. And they've kept everything in the open, too; no secret betrayals or anything. So I don't know.

His body has been warped into his worst nightmare, he’s surrounded by the taunting shades of those he’s wronged, and who even knows what he’s feeling. These are not circumstances conducive to seeing sense. I mean, I’m sure Robot’s depressed and self-loathing and somewhat deluded about Kat in the real world too. But it’s not terribly surprising that he’d see himself as a devil when he’s currently stuck in a personalized hell.
