I want to see Robot's "face" in this form. I'm very curious. I think Tom took inspiration from the Ophanim for Robot's form. They really don't have a "face". Some other angels have four faces, so who can say which got the bad deal.

One of the Seraphs complains that Robot has "reduced" it to this form. Annie has no patience left for them.
Trying to communicate with Robot, for whom she's apparently been saving her limited patience reserves, Annie sympathetically calls out and gets a response from the multi-winged barnacle/tentacle being. In Robot's voice (with his word balloons, even), he implores her neither to look at him nor to allow Shadow to see him in this form. Shadow, looking on from the parapet, looks sad; he's already seen Robot, hence Tom's comment, "Too late."
There is no sign of the mystery New Person near Shadow, so it's anyone's guess whether she's ditched and run, or is still there just off camera, or what.
In what way has Robot "reduced" the Seraphs to this form? We've seen them in this form before (chapter 49, for those just tuning in), and they didn't seem to consider themselves reduced. I might wonder whether they had the form that Robot has now prior to his turning them back into bird skeletons somehow, but their "HIS TRUE FORM!" outrage wouldn't make sense then. But OK, maybe they had some other type of more impressive form before something recently occurred that they blame on Robot, turning them back into this form.
But that's assuming that "Look what he has reduced us to!" is a reference to their current forms. Maybe that's incorrect. What if this is related to their earlier "He led us into exile!" remark? Perhaps that's what they mean: they're reduced to the periphery of the Angel's brilliance, unlikely to be allowed to inhabit New People bodies.
Robot seems ashamed of this form. It seems doubtful that this was a planned transformation – at least, not planned by the part of Robot that isn't influenced by outside forces, if there are any. The part of Robot that Annie seems to be talking to now seems to be the same part that's been Annie and Shadow's friend all along. Will we find out that there's another part?

So we are seeing him from the back. I thought so, but wasn't sure. I don't really have a place to put images to link to, so I'll try to do this with words. I think what we're seeing is: Robot in his "true" form, which is somewhat mecha and somewhat avian, sitting on a pile of what might be eggs. Sort of eggs. Two big obvious wings. A small tuft between them on the bottom, which I think is his butt or tailfeathers. Things sticking up in the middle, which are actually just more wings. You can see the wings if you trace them. They are wing anchors. I'm sure someone who knows more about bird construction will provide the correct term for these. There are some electromechanical connections that go elsewhere, like Kat has in her mecha form, though fewer of them.
In the middle at the top, that tuft is the back of his head - again, a bird-like tuft of feathers. We haven't seen his face yet. I THINK the tufts at the center top are actually more wings, that he's using to hide his face. We couldn't see it anyway since he's facing away from us, of course. Odds are he's trying to hide his appearance from Shadow 2 for reasons.
There really are six wings, like he had in his angelic form (pronoun may be incorrect) but somehow I doubt if he looks very angelic. Sooner or later he'll turn around and we'll see!
Just as a reminder, I've said before that I think Robot hasn't taken a new form from Kat because he doesn't need it. Either there is a time loop going on, or he's already evolved for some other reason. Maybe he was Diego's special experiment or something. Or maybe S1 was.

Robot's part in this aside, the serafs really have a knack for saying the wrong thing at the wrong time.

I only now realized that S13's speech bubbles do not have tails. Which implies that this form really doesn't have a head, or at least not one that Annie can make out; and his voice, while sounding like it always did is just vaguely coming from the direction of his...well, form. Also interesting that Annie asks "Are you in there?", so it seems like she's not believing that he has actually turned into this thing she sees. Of course, she just pulled Kat out of her eldritch mecha armor, so she might simply guess she can pull S13 out of this amalgamation as well.
