Was it supposed to act as a homing beacon for emergency contact reasons?
Is Kat also trapped in the distortion and her machines aren't working properly or just the act of teleporting things in is slightly busted?

Imagine expecting Annie to know how to piece together a modular walkie Annie was able to piece together a full robot, so it seems she can handle the puzzle part of building stuff

Anyway, how convenient that these NP were standing around and immediately recognized the parts.

After having pressed the garage-door remote that Kat gave her earlier and seemingly getting no immediate result, Annie begins to say that nothing's happening, but Renard notices an effect of some kind occurring on the ground nearby. With "ZIM" sound effects, several small objects appear in Annie and Renard's vicinity. I thought at first that perhaps they were meant to be whatever devices generate the cage around Loup and that they weren't working properly due to the distortion, but I was wrong. Picking them up, Annie discovers that they're some sort of electronic components. Of course, not being tech savvy at all, Annie has no idea what to make of this. But one of the New People politely offers to help. Working together, the four NP we've seen are able to assemble the parts into what appears to be a two-way radio. And while it's still in the NP's hand, Kat's voice comes from it, and Annie answers.
So, with the caveat that nothing may be as it seems in this distortion, Kat would seem to be all right, whether inside the distortion or not, and still capable of having her computer build things and matter-transmit them anywhere. The remote seems to have gotten Kat's attention, at least, and it may or may not have caused a cage to appear around Loup, wherever he is, but it also seems to have notified Kat of Annie's location. I'm unclear on why Kat sent the radio disassembled rather than assembled – perhaps she was working hastily and sent the pieces as they were fabricated, or perhaps she did send it all in one piece and the distortion somehow disassembled it, or perhaps she tried sending it all in one piece at first, and that didn't work for some mysterious reason, so she tried sending the parts individually, which worked for the same mysterious reason.
Good thing Annie had help, though – New People, Assemble! – or I'm not sure she and Renard would have gotten the radio put together. ("SNAP!" "Oops!" "Was that a good snap or a bad snap?" "Oh dear, this bit came off." "Ehh, probably not important.")

Tom is trolling with that "zim" sound effect. Still not sure why Annie pressed the button, but if Coyote and Loup have been Zimmyfied, Kat's equipment would be very confused. I think we're watching the real Annie and Rey, but the zims did almost make a rectangular outline, next to them.

Random thoughts:
Is the "Zim (my)" noise the cage-making device trying to build a cage and failing (because the world is inside out, and the device doesn't know what to do)? (Also, for the more paranoid viewer: the Zim things are forming around Annie...)
Also, I can't figure out how Annie's pieces fit together to make a walkie talkie, complete with antenna and casing... but maybe there were parts on the ground, too?
I had this initial crazy thought that Kat had trapped herself inside the walkie talkie, since we had seen her do something similar earlier....

The cage failed, but Kat still got a notification of the attempt. She realized they were somewhere weird and sent them the pieces of a phone instead of showing up. I'm not sure she COULD show up really, if she's outside - we don't really know where her lab is in meatspace. As an aside, people look at you funny when you mention meatspace - like "I guess Webex won't work for this, so we'll have to meet in meatspace". Even other geeks... It's really interesting that they got the phone pieces - I seem to dimly recall Zimmy once saying that they were "still on the roof" or something along those lines, when they were clearly inside Zimmyland. Back in the power plant thing maybe? So either the components were dropped where their physical bodies are, or Kat was able to send them inside somehow. Probably using her glowing green toys (the arrow or the little one she made for emergencies). I'm a bit surprised she sent pieces instead of an assembled phone - I guess she assumed Annie would be able to put them together? But there may be some other reason that forced her to do it this way... Anyway, I'm continuing to love this chapter.

Gets me all into that cyberpunk atmosphere! <3 Too bad it doesn't have an equivalent in my native language, so there are not many opportunities of using it in daily life.
Also, I can't figure out how Annie's pieces fit together to make a walkie talkie, complete with antenna and casing... but maybe there were parts on the ground, too? You can see in panel 3 when Annie is holding the two circuit boards there are more parts lying on the ground, and in panel 4 she also seems to hold the back part of the casing. Well, good thing those parts can be assembled without tools, like a Fairphone.

Maybe Kat sent assembly instructions to the NPs along with the pieces(?)... since she knew NPs would be nearby where the beacon indicated Annie was (near a robot dig area).

My guess is that she sent the whole device, and it arrived in pieces unintentionally. Perhaps because her assembly computer is having a partial existence failure at the moment.

I am happy to see slang I fondly remember from the classic Cyberpunk ttrpg starting to pop up here and there in pop culture where there isn't any connection to the Cyberpunk IP or cyberpunk in general.
