In this case, Coyote's desire for Annie to kill Loup is in conflict with Loup's desire to be separate from Coyote. You could say that Coyote is having a little trouble, and getting near Zimmy has created this situation.

I'm feeling like this isn't going to be real healthy for the Star Ocean. Its possible they are *in* the "other world", crossed the "star ocean" to the "new colony". If you look at sky in last panel, multiple moons, where one moon is being eclipsed. The physical suggestion is different solar system where multiple moons/planets with one getting eclipsed by a smaller object... One option is they are on a moon of a larger planet. Of course the moons and sun could be symbolic instead. Its possible that the court has incomplete know how of "star ocean" and "new colony" and this is all part of coyotes plan to show them how stupid they are. We have hints long ago of Coyote knowing about "omega plan". Loup is going to "agree" by end it was a "wonderful plan" when he is killed by Annie with coyotes tooth. Coyote "doesn't lie, but there in lies the danger" - Jones. ... When Jack was affected by "white legs" long ago, Zimmy said "white legs" were trying to get out of her head to real world. Spider Jack guys talked about affecting real world too. Now maybe they can. Given how Jack has grown, possible Jack and others will be having a big part here.

Annie explains to the two New People that they're in a distortion made by a girl she knows, as if this explains it. Labels are great, but they're not explanations. Anyway, she says it looks "different," and if I were these New People I'd be wondering what she was saying it was different from, because it's certainly different from normal everyday experience, even in the Court. One of the New People seems to have some kind of color gradient in her hair, or there may be color gradients applied to them in general and it's only most noticeable in that one's hair. The first frame is the only frame in which they appear on this page, so I can't say whether they have this color-gradient appearance after this. They don't seem to have it on the previous page.
Annie goes on to say that the distortion started far away, but it expanded and still caught them all up in it. She's looking toward the tree that forms the interface between the Court ruins-type area and the waterfall area, but the positions of things have shifted a bit, so things may be in a state of flux. Renard suggests that Coyote is influencing the distortion, and we see the background from another angle, with the sun over the Badlands-type scene and the forest scene.
Annie creates a flame around her left hand and concludes that she can still access her fire-elemental powers, and this time we're at an angle where the background is the starry sky over the distant crags or perhaps city. Renard verifies that he can also access his abilities; he transforms into his humanoid doll form, with a glow behind him suggesting that he's summoning some sort of fire-based ability, channeling Annie's fire, though perhaps it's just generating light.
Finally, Annie supposes that their surroundings have been altered, but Annie and Renard themselves haven't been, recalling that it's usually the people who are altered in these distortions. In the background we see the starry sky with the sun and both moons (full and crescent) above the mountains, with the forest in front of them.
It's still barely possible that the background isn't in flux but keeps looking different because we're simply seeing it from different angles. I still think it's constantly changing, though. But that thought is based on what I think is probably going on somewhere else; Loup was berserkly attacking Coyote when we last saw him, and I don't know why he'd stop, so it seems to me that that would be having some sort of ongoing effect, or at the very least things wouldn't be sitting static, nothing changing.

What could go wrong? Probability of etheric percolation into the New World: high. Probability of New World merge? Hmmmmmm. Hmm hmm.
