Just before you get to it you need to take a left down Pick-and-Place Plaza, up to the street that the particle accelerators are running along and follow them to the right. But really, it reminds me of a Kat-ified version of the huge space within Steadman's arrow. It looked positively Byzantine, and somewhere in there was the shackled green man. A small thing that is sprawling from within – and, more to the point, is a bit of a fortress/prison.

What if Kat has unknowingly tapped into the Ether, condensing it into solid forms? I think that would be kind of Full Metal Alchemist revelation, that when they use transmutation, really they are spending lives/life forms from other dimensions, effectively "killing" them.
It could be considered a crime by a certain arbiter,

I'd like to see a reversal, were someone comes up with a magical analogue for something Kat is doing. But I suppose moving from Fantasy (history) to Sci-Fi (future) is where the comic's arrow points.

Considering inclinations and capabilities of people working at the Court, it’s unlikely to be the first and only “broom closet off the grid”. 3. Annie and Paz presumably are tracked. What does it show right now?

It would probably be easier for Kat to branch off an existing thing than create from scratch. And she witnessed Zimmingham during the cruise. She has a working example to work with. Thus, once “creating weird extrusions of Courtspace” is something she considers doing, if anything it would be weird to not look into this. Of course, in this case Katsburg might be still connected to Zimmingham somehow, and messing with it too much could indeed get back to Zimmy.

That was chapter 86 if I recall. I think it's been more then a few days, but it's hard to say. Either way, Kat can just materialize things in a way that would make Star Fleet blush, so I imagine her production time is insanely short. The whole "where the heck did they get all that material and components" issue still exists, but to be fair sourcing, ordering, shipping and receiving materials is very hard to show in a comic.

She has the upperhand and probably asked some questions. The court not knowing she onlpy asked so she can quickly impliment what she wants.
