While Tom is referencing Scully's implant in his comment, this seems a lot more like the Observers' implant from Fringe: similar-ish powers and intentional implantation. Of course, that implant had the side-effect of a reduction in emotional capacity, which couldn't possibly happen here..
Also, just acknowledging how masterfully Tom has done Kat's journey over time. Had it not been for the prophecy (which is suddenly making us realise that this world is not the best of all possible worlds, unlike what the Norns implied), Annie's narration and the ominous lighting a couple of pages ago, I personally probably would have just rolled with this implant thing. But now that's making me re-assess all those other choices that Kat made over the years and notice just how much she never seems to have thought much about unintended consequences (with a healthy dose of 'ends justify the means'), starting(?) from creating the arrow-like device during the Jeanne episode, to studying the arrow, to creating an entirely new species. She even considered the new planet to be a wonderful idea but then her emotional connections held her back. The implant might easily loosen those connections.
With Annie's and Kat's relationship seemingly being so close and perfect, I've often wondered how they are going to end up facing off against each other (which has often been implied). Well, this is how - Kat has been on a different path for a loooooong time and the emotion-draining implant might just complete the journey.
Oh, and she didn't ask Tony because he would tell her parents.

She could ask ANNIES'S DAD, A SURGEON WITH WHOM SHE IS IN GOOD TERMS WITH, WHO DOESN'T ASK A LOT OF QUESTIONS, TO DO IT, OR AT LEAST SUPERVISE. Since she's trying to investigate the Omega device and Tony has clearly not severed ties with the Court, I highly doubt he would agree to help Kat potentially interfere. Unless Tony actively rejects the Court, the idea to go to him for this is a non-starter. Also, Tony has asked many questions beforehand (pun intended). He abandoned his daughter for years in an attempt to answer some of his questions about Surma and fire elementals. He also did a bunch of research into Annie's dealings with the Forest after his return. We don't even know if he was invited to travel the star ocean or what his choice would be. I'd wager he would decline since Annie can't go, but that hasn't been confirmed in-story. Well, Tony has refered to Omega as "their blasted Omega device" so he isn't a fan, and Annie knows because she overheard this. Even if she hasn't already told Kat, now is probably the time to do it. Also, Tony and Kat have been working in secret against the Court's wishes, to help Arthur. Besides, Kat could have phrased it as "I just want to get rid of those stupid sci-fi panels" without mentioning Omega at all.

If Kat is supposed to become Omega, would it not explain why the court was so pissed at Antimony? Because they somehow knew Annie's existence was threatening the appearance of Omega, even if they don't fully understand why? Gamma said Annie put Kat on "a better path". And then they dragged Tony back to the court, where he ended up helping Kat advance her New Robot project. It's tough to say because Antimony gave the Court plenty of reasons to be pissed at Antimony. Doing as she pleased in the Wood might stir up Coyote and skipping detentions would be a bad influence on the other students in general even if Kat didn't exist. One would think that if the Court thought Antimony's influence was so bad on something so critical as Omega they'd do something to separate Kat and Antimony. It's true that Antimony got held back a year for academic dishonesty but that wouldn't keep her from hanging out with Kat outside of school... but I suppose they could have thought that half-measure was enough and they didn't want to risk Omega's bad graces later down the road. I just find it tough to believe because there's so much more they could have done to keep the girls completely apart. With housing and scheduling alone I think they could have arranged things so that the two could nearly never meet... but then again, exercising authority to do stuff like that could have made other people in the Court notice they're up to something and start sniffing around. Lat me ask this: Has the current Omega been doing things Kat (or future-Kat) would want? If Omega was Kat all along and Omega knew Antimony was going to die/nearly die on the bridge that night she fell off, why not craft the prediction so that the Court would be more interested in protecting Antimony even if Omega believed Antimony's death was somehow 100% inevitable? Alternate-reality Kat would, I'd think, be obsessed with trying to save Antimony and I don't think she would lose anything in the attempt. Even if Omega wanted to protect her/its credibility for some more important opportunity in the future she/it still wound up being inaccurate anyway. As it was, Antimony was written off by the Court as doomed; one could argue that was the point and Omega by doing as she/it did has Dr. Strange'd things so that Antimony could wander around unsupervised all that time, and later move Kat in the direction of etheric science... but if you've got the Court believing in and acting on your word, couldn't that have been done without the fall from the bridge just by Omega saying that Kat and Antimony needed to be friends and allowed space? I wholly agree. "Kat is [the] Omega [Device]" seems to be the most popular theory around right now, but unless there has been a lot going on behind the scenes that we as readers don't know about, Omega's predictions that we know of don't do much to help Kat and/or Annie - very much unlike Kat's active tampering with the timeline via Tic-Toc for example. Following this train of thought, do we end up with a hypothetical Omega Kat offing her own grandfather so that Surma would accompany Tony to Brazil and fall in love with him? Also I believe that everything ending up being orchestrated by one single character, and Kat essentially having to send a robot through time to prevent what her future self was/will be going to do, is slightly humorous, but not the best storytelling. Now, Kat being just a component of [the] Omega [device], or somehow needed for its perfection is easier to believe. I'd much prefer if [the] Omega [device] is a separate entity. Who knows, maybe Omega will end up in the NP religion as an antagonist to the Angel. Omega wanting everything to be deterministic, just like a robot's behaviour should usually be deterministic due to it being programmed - while the Angel brought them out of this state and into having free will as New People.

"their blasted Omega Device", "she didn't want her child being born in this place", "I never wanted to return" etc. Removing surveillance equipment, secretly helping with getting Arthur a new body. In my opinion it is rather obvious that Tony only works for the Court because he feels forced to in some way. Apparently because he wanted to keep Annie part of "the program" - and if "the program" refers to going to the new planet, by now he knows that the Court's leadership is not interested in having her along anyway. Last but not least, Kat need not tell him she wants to hack anything, just taking her computer wizardry to the next level should be justification enough.

I only just made the connection that Annie, one of the protagonists of the comic, has been destined to kill Loup, the unstable super powerful being of the setting, and that Kat, the other protagonist of the comic, is destined to kill Zimmy, another unstable super powerful being of the setting.
Loup needs a Gamma, is what I'm saying. Will Lana work?
