At least part of her helped with her father's hand surgery too. By holding things. As much as I approve of cybernetics I feel like these kinds of procedures should be performed by an expert, not two friends with zero experience. In addition to Annie's limited experience, Paz is a vet lab technician assistant, and has probably at least watched some surgical procedures on animals being done. Both of them should at least know if they don't know enough to do that properly. So it's 100% going to happen after some token resistance.

Both of them should at least know if they don't know enough to do that properly. True. They also both have strong stomachs and are unlikely to panic if something goes wrong. That said, it's notable that she's not asking any of her actual research/clinical peers--Tony, Juliet, arguably Robot--to help. Perhaps because they would have difficult questions/concerns about what the chip is for and what the side effects could be. Part of me imagines that it's a "Solomon's judgment" situation, with the chip being a placebo and Kat trusting whichever of her loved ones is willing to say "nope, not ready to do that." But I'm pretty sure that's just wishful thinking on my part.

I guess the good news is that I don't see any implements for cutting bone or clamps for spreading tissue. That should mean, all things held equal, that the chip just needs to be under the skin.

You're correct that they do both have some experience when it comes to biology, medicine, and surgery. I still wouldn't trust them to properly install a chip which is probably supposed to interface with the nerve system without damaging anything, but I retract my statement that they have zero experience.

The semi-dramatic lighting feels like a set up to a joke to me for some reason. Maybe this will be a whole chapter of kat convincing paz and annie this is totally not a bad idea that will backfire.

Or the chip may help her spoof biometrics so she can get a higher level of access to Omega. Or Kat may intend the chip for general use--to block the Court's memory manipulation, for instance--and this is just the test run. We know what she thinks of animal testing (or what she thought of it a few years ago, at least), and I imagine she feels obliged to make herself the guinea pig as often as possible. Like first exposures to autopsies, there are types of people that take a hesitant step back, and there are those that take a curious step forward. What type are Annie and Paz? I'm guessing she chose them because they won't say "no", no matter their reservations. Or because they rarely agree on anything, so if one of them says "no," the other one will likely say "yes" just to set herself apart. And if they both say "no"...well, then she'd hopefully reconsider.

Annie's narration refers to a "little matter with Kat" that occurred some amount of time later, while all these other things were proceeding. It appears that Kat summoned Annie and Paz to her workshop because they're the two people she trusts most. What "trusts most" seems to mean is "won't take advantage of the situation to harm me, and won't be able to talk me out of what I want to do." Kat has a tray full of surgical tools and supplies laid out, and she holds up a test tube containing a tiny multicolored sliver of something. She tells Annie and Paz that it's a chip, and she wants them to implant it into her neck.
From context I'm guessing that it'll neurally link her to her new computer that she's been designing, so she can give it commands mentally without using her invisible keyboard, and so she can receive data from it directly into her brain without using her holographic displays. But this would be the first step in making herself more robotic – she's been making the robots more humanlike, but they're not fully human (yet); they're in an intermediate state. Kat here is taking a step toward that intermediate state herself.
If that intermediate state isn't worrisome in itself, that "receive data directly into her brain" idea is definitely scary. She was already talking about hacking into Omega; would this allow Omega to hack into her? I mean, Omega tells the Court, "99.3% chance that Kat Donlan will attempt a remote hack into this system," so the Court says, "Propose course of action," and Omega says, "99.5% chance Kat Donlan will have already installed neural interface; counterhack already prepared."
