We see an open area of grassless soil between two buildings, with perspective bent as if seen through a fish-eye lens. Lightning is striking a distant building from a stormy sky. And in the center of the frame, an intricately-drawn mechanical hand is breaking up from beneath the soil. Over the entire frame is stamped in red ink, "DRAMATISATION." An unseen narrator says in rounded-rectangle word bubbles, "One day, the deactivated robots rose from their graves ..."
One thing this could refer to is Kat's reactivation of the ancient robots. Their "graves" were in fact underground, though in a large underground chamber rather than actually buried. Is someone making propaganda here, twisting the truth? It could also refer to the robots buried by Loup's Forest wave, but they didn't all rise in one day; they had to be searched for and recovered over time.
And then more narration: "But first, a different matter." Well, I'm confused about what's going on here, but I'm guessing this isn't going to be what we thought. Always full of surprises, this story is.

I dont know if this is what is actually happening, but I hope this is the Omega device displaying a video for Kat. It being a "what if" like machine that moves backwards from the users desired end result would just be the best evil device.

Ok, I still think this is a funny page, but to be serious for a moment: There is precedent for the court basically lobotomizing and overriding robots. Two examples - the ones they used for the shield (which technology they also stole from Anja!), and the ones they used for guards and enforcement agents (the patrol robots that Kat told Annie to be careful of). Is it too much to think they might take over the robot bodies that are no longer hosting robot minds? Or at least to override and use the ones that are still buried, that Kat hasn't gotten to yet? So (if serious) this could be another use of their back door programming for a new purpose. I don't know what that purpose will be, but I bet it's not something Robot and Kat would approve of!
It would be interesting to know what Kat did with the robot bodies after transferring their minds to their new oceans. If there are still CPUs in them, it might be possible for the court to reactivate them remotely. I'm sure they can do it to the still-buried robots but if they can also take over those bodies, that would give them a much larger potential army.

Almost forgot a possibility - Kat herself could make a robot zombie army if she needs an army at some point. That seems a little more likely than her risking the NP in a fight, even if she can control them (due to the contract we don't really understand).
I really hope the court isn't able to hack the NP...

Yes, you're right about the briefcase full of CPUs. The shield robot bodies are probably still where they were left. Some are probably still buried too. I was more wondering about the ones that she had wired up in her lab, but if the court is going to make robot zombies at some point the ones they had already hacked for the shield do seem like more likely targets.
Still not sure if this page is really foreshadowing or humor...
