Oh dear. She's figured out the Court's form completion flowchart. The bureaucracy is hers to play with. I've always thought that they were the same person, with one of the personas manifesting the other. My personal shot in the dark. I wouldn't want to piss either of them off.

Welp, I was very wrong about Zimmy not being upset. Given what we have seen of her abilities (reaching through the ether to punch Tony, undoing Loup's duplication of Annie), "They aren't going to like what I'll do" may be the greatest understatement in GKC to date.

After noticing that "something's changed," Zimmy's covering her face and asking, "Why now?" It appears that Gamma answers that they can't be sure "that's" what "it" is. Clearly Zimmy's thinking that the "something" that changed is an indicator of some event they've been anticipating, and that now isn't the best time for that event.
Gamma seems to add that it's going to happen sooner or later, and Zimmy replies that when it does, "they" aren't going to like what she's going to do. Between her hands and fingers, we can see Zimmy's sharp-toothed grin and some red light or energy seeping from her left eye.
There are a lot of undefined variables here. Here are my theories.
"Something" (the thing that's changed): Since it's something Zimmy can detect but isn't sure is a sign of "that," this could easily be Loup's heartsplosion at the end of the previous chapter.
"That" (the event they've been anticipating/predicting): This could mean the activation of the star ocean. The Court clearly has some kind of Ether siphons (or something) running that draws Ether from the surrounding area, as it affected Loup near the end of the previous chapter. But that may just be to keep the star ocean active. To actually transfer a ship full of people across the stars, we know they'll need a Coyote-level amount of Ether, so they might turn the Ether siphons up to max. Shell told Annie that they need that amount of Ether for their plan, and they'll get it by any means necessary. The event Zimmy's probably talking about here is when Court turns on the siphons and sucks all the Ether from a vast area, without regard to the safety or lives of anyone in that area.
"They" (whoever won't like what Zimmy's going to do): This is most likely the Court.
"What I'll do" (whatever Zimmy will do when "that" happens): Well, this is a good question, isn't it? Clearly Zimmy is at least darkly happy about this, because it sounds as if she knows she'll be able to throw a massive wrench into the Court's plans. The Omega Device knows Zimmy exists, though, and has probably predicted what she'll do – unless, of course, Annie gets involved. The more Annie you add to the equation, the less effective Omega is at solving it. Perhaps Zimmy knows this and plans to be close to Annie when "that" happens.

Is this the first time we've seen the redness of Zimmy's eyes without the shadows being rain-washed away first? Hopefully that indicates her improved self-control, rather than the lack of same...
Next scene: Court officials, on Planet X: "Wait, you let those two come with us!?" Gamma: "I knew they wouldn't like it."

Well the only thing we've really seen Zimmy worry about is being separated from Gamma. Either one of them being taken away, or something happening to Gamma.
I don't know what's going on here but I have to think if one of those is it, Zimmy's reaction is certainly not anything the culprits will want to see!
