Technically, before the agreement with Loup S13 could tell to anyone. And likely told at least someone, in case Loup turns out to be… unreasonable.
It looked like the rest of their conversation could be either trivial, insightful or built upon some nearly incomprehensible point of robot theology. But yes.
Possible. I'm curious in a more general sense about how much surveillance is going on in the court these days, and who is doing it. We've been told by several characters that this or that area is blocked from surveillance by someone or other. But, what if more than one agency/entity is watching? Like for example, the Seraphs, the (mostly) human Shadow Men, and Paz's army of cute little furry spies. Not to mention entities that can hang out in the ether and watch what's going on, like Gamma. There also are, or were eyewitness model robots just wandering around.
In short, I'm suspicious that there may be more than one type of surveillance going on, and that even if you block one type from the inside (like Arthur and Juliette taking Kat's lab out of the Shadow Men's view), it may not do anything at all about other types.
Oh hey I haven't posted a new conspiracy theory lately! We know that all, or most, of the structures in the court, including the windows and the very ground, are made from one material, right? And that material can be shaped by the ether, or possibly by some form of technology, right? So it isn't necessarily passive! We also know that Omega somehow gathered so much detailed info about everything that he could predict the future (unless etheric events caused unpredictable effects). So, what if Omega can watch what's going on through the very structures of the court? Perhaps every atom of Bismuthite (Bismuthium?) is a spy for Omega! That could certainly help explain how he built up his massive database of cause and effect! Even with abstraction, he'd still need a massive amount of data and observations to train such a complex system.
It could also help explain why Tony got sent so far afield to check predictions - Omega wouldn't need any help to verify predictions within the court, but he would need help verifying effects outside of his direct observation range.
