I think only thing we've seen "swimming" in that is that giant monstrous (but intelligent and sweet) crustacean with immense psi powers. Is that actually a portal to alternative realities or something?

I think perhaps "it's not an ocean" means, "it's not a natural body of water". The Court built this artificial body of water (or whatever other substance — amniotic fluid? Twin water? Simulated water? A waterlike substitute Lindsay, who is quite possibly an alien life form, can survive in?)
Which would make sense — a real ocean would be 'contaminated' with real animal and plant life, and therefore unsterilized and dangerous because it would be full of the potential for magic creatures and gods etc to use it. Uncontrollable, unpredictable.
Perhaps the "ocean" is in fact a giant pool. A very, very large pool. No algae, no molluscs, no fish, no coral, no seaweed, no mammals, no birds.

I would say City Face is possibly sapient.
If so, with the lowest possible Int and Wis stats consistent with being sapient.
(Whether the other pigeons are sapient is not known.)

Maybe both the Court and the Forest are in a bubble inside the Ether? A false space, similar to The Realm Of The Dead's headquarters... and the ocean is the Ether itself, disguised by an illusion... That would explain why Coyote and the other magical beings aren't wreacking havoc in say the middle of London... their power is limited outside the Ether... except that Coyote seems to be immune to all systems and logic of the ether so he probably has powers outside of it. Coyote has Admin prilevages Is that really true? Maybe Coyote can't act outside of the Ether, but the people in the Court think he can because they think the Forest and the Court are part of the real world...

But so far there is no such thing as outside the ether. The way it's constructed in the comic everything is in the ether directly or indirectly
