Socializing and light mixing afterwards is a good sign you've had a productive meeting. Everyone meandering en masse into nearby bodies of water with blank expressions is the opposite of that, I think, but the Court has its own standards.
Come to think of it, after some meetings I've been to I have wanted to grab something heavy and find out how far I can march into deep water. Or alternatively, climb a tall building, strip naked, get a running start, and take a flying f@ck at the moon.

How are the first words out of either Rey of Annie's mouth not "WTFFFFFFFFFFFF? " upon seeing this sight? Also, might be that the meeting is actually taking place on that boat in the background, but it's like... a mental meeting, totally innocent kinda thing!

Jokes aside, I figure the meeting was a whole lot of "THE DECISION HAS BEEN MADE" and the closer was "THE BOAT IS LEAVING NOW." People could either get on the boat and continue to serve be with the Court or stay and be on their own. That's why the etherically-enabled security staff didn't even know about the meeting and why the crowd looks like single people (nobody's standing in family groups) and more-or-less younger people who aren't kids. I see one guy who might be younger middle-aged. The people currently staring at the departing ship are in shock after whatever fire-and-brimstone sermon they were fed at the meeting; they've declined the Court's grace and rapture, and the reality of that decision is setting in. I think they made the right call though buyer's remorse may set in for some in the next few pages. If not for Kat's dry-looking hair and that of the girl on the bottom right in the last panel I'd be speculating the Court tried to transport all the valuable normies by force and what we're seeing is a handful of people who went over the side and swam back after the last minute.

You're out for a walk by the coast, returning home after a whole weird adventure, and see a bunch of familiar faces...but then they all start acting weird and static...
If they get to Kat and she starts blankly reciting a single familiar phrase at Annie over and over, I'll scream.
God that episode was terrifying...

OR... more darkly... Omega has hypnotized these and they are robotically wading out to the ship to get on, likely against their will.
