Welp, if there was ever any doubt on Robot's full turn to villainy...I guess this could always turn out to be a ruse and another trap, but I think that's unlikely.

I see this not as full-villainy mode, but as to Zealothist mode: my cause is so sacred that I not only endanger myself but cut the losses for anything not in my hand to "help" (humans) even if that means making a deal with a literal devil.

We don't know if Loup is bound by his promises like Coyote was, do we? If he is, the NPs could capture him right there and then and there wouldn't be anything he could do about it. On the other hand, Annie describes him as having no limits and given what we've seen of his whimsical behaviour so far, he probably could go back on his word if he really felt like it.

Loup continues to demonstrate that he is nowhere near as clever as he thinks he is. Robot continues to demonstrate that there is no one more dangerous than a True Believer.

There's a difference between: "Kat and Robot-kind are the most important things to me" and "Kat and Robot-kind are the only things important to me, do whatever you like to everyone else." Ostensibly, Robot has been a friend to Annie at least, and on friendly terms with Parley, Andrew, and Renard, and also probably Paz. Even if we could credibly argue that this shift happened a long time ago, this is that shift made explicit.

Is there a chance that Robot is lying? He's managed to convince Loup he isn't a threat, so there's no benefit and only risk in Loup destroying Robot. But he's also confirmed his suspicion that Jerrek is Loup, so will he now tell Kat what he has uncovered?

Anyone else, including his "mommy" Annie, his Angel Kat, and his beloved Shadow 2. Harsh.
On an aesthetic note, I continue to enjoy Loup's werewolf design! I never really got into the full coywolf body, it looked too much like a pokémon style mashup between Coyote and Ysengrin. "Jerrek" and the werewolf body though finally make him look like his own character.

Really not sure that this is any descent into villainy or even amorality for Robot. Before this conversation, Loup was "going to do as he wishes" with everybody in the Court. Now he's going to do as he wishes only with a smaller group of people. Could have Robot asked for more and save more? Maybe, but he was bargaining with nothing but his knowledge of Loup's identity, which meant that the bargain could be ended unilaterally by Loup simply by destroying Robot as he was clearly ready to do. Robot's demands needed to appear relatively trivial and throwing a cold "do what you want with the rest" piqued Loup's sense of mischievousness, which made him agree to a deal he didn't need to.
Also, it may be a trap: if this agreement is binding at the Ethereal level because of Loup's nature, his plans could be foiled by the awakened girl's developing feelings for his humanoid persona. Breaking her heart may constitute "harm" and Loup's identity may be revealed automatically by some magical mechanism of clause-breach enforcement.

Robot may have learned from the Court. The Court were willing to sacrifice anyone or anything for the sake of continuing with their "Great Work" (murdering Jeanne and her lover, deceiving Reynardine, coercing Anthony, etc.). Now Robot's showing the same approach towards the "New People Project", sacrificing everyone and everything else for it.

Remember, this is Loup he's dealing with. Adding too many conditions to the bargain risks its rejection. Particularly if Loup feels he has a right to mess with whoever Robot wants protected (e.g. Annie or Shadow). How will Loup feel about this bargain when Reynard becomes one of the newly awakened?

After Robot asks him not to interfere with the robots'/New People's work or the work of "the Angel," Loup considers. He realizes and says that their work is none of his business. So Robot asks him not to harm any of the "newly awakened" (this could be yet another name for them, I suppose).
Then, in a separate panel in which we focus on his eyes, Robot says that Loup can do what he wants with anyone else. Of course, who is Robot to deny Loup anything? But within the context, he means that he won't tell anyone that Jerrek is Loup and will even help Jerrek conceal his identity, as long as Loup doesn't break the deal by harming any of the New People or interfering with the project. Just don't break the deal and it all goes smoothly.
Loup, becoming more humanoid again, smiles maniacally and refers to Robot's face as a mask. This, of course, makes me wonder about the speculation that others have already put forth that Robot contains some vestige of Diego, lying hidden for all these years. But Loup returns to Jerrek form and accepts Robots proposal. And Robot just stands there smiling.
About the speculation that Robot could actually be Diego – well, from what we know, Diego's original golems built their successors, the first series of robots, after Diego's death, and after that the robots built other robots, but some remnant of the golems' original programming lives on in all robots, as we know from "She died and we did nothing." It appears that the Seraphs may be among that first series, built by the S1 golem as its successors. When Kat put Robot's CPU into S1, all the golems put on a "puppet show" that wasn't conscious but may indicate that Diego may have placed some part of himself into the golems. And S1 was cast as Diego in that little melodrama, so perhaps S1 was the focus of Diego's plan. Maybe when Robot's CPU was in S1, some part of that vestige of Diego was copied into the CPU. Robot's behavior did change after that – although long before then he had already acted strangely enough for the other Seraphs to have him disassembled, so that explanation has flaws.

Yes, Robot did ask Loup not to interfere in the work of the Angel. What happens when Loup finds out the first attempt to snare him was the work of the Angel?
