Why not noticing the obvious, and she is single, and she has seen seemingly successful girl+robot romance, and he is so far being well behaved guy, feeling a little flattered about being liked so much and it doesn't hurt if she does get to know him better and who knows what happens long term. From logical side, an unconventional romance has potential to give her a longer life than her mom's. Kat has had 2 seemly successful romances (first cut short by boyfriend changing into a bird), Jack seems to be succeeding with ZimmyLite, peer influence encourages her to try romance as well. From a plot standpoint, having a new person become close to Annie may help Annie later mediate/solve future robot cult problems.... right now the new people are all most lead by a single former seraph who helped arrange the love boat incident that sidelined the other seraphs. A different new person who becomes friendly with Annie and then likely as result talks directly with Kat would balance against that. Jerrek, bless the angel, comes across as a six-year-old raised by space aliens. It literally turns my stomach to start thinking of the infant as a possible love interest for anyone, let alone Annie, who is treating him anyway like he's her little sister. Of course, Tom is likely to bring out hidden depths in the character and I'll be absolutely delighted to see it. I just don't see any romantic possibilities at present. If done right, would most likely start with a friendship, and the friendship can take as long as required, given time he may show himself mature, especially when forced into situations that require him to be mature... and Annie and friends tend to have such situations on regular basis. When it comes to romance, a person can know their emotions are likely foolish and know it may take years "if ever" and do the best they can with what they have to work with. So far while he hasn't shown "hidden depths" he also hasn't shown that he isn't as sensible/mature as any other kid in story who has played romance, so far at this stage he is probably ahead of where Paz was as far as evidence. Arthur romanced Juliette with perhaps not any more "brain" than this guy used to have, he could potentially be much "older" than Annie if you count his previous life, just on a conscious level his previous life no longer seems important, he is trying to grow as rapidly as possible in his current life. IMO you tell if someone is like a six year old by the evidence they present, and so far he has not presented enough to say, your typical six year old would be behaving much worse at this stage. A normal human of same age as Annie may not handle situation any better than him so far based on evidence.

I just had a crazy unlikely thought... what if one of the new people was also Coyote and/or Loup? The new person mind might be big enough to host both a robot and Coyote and it would be very coyotish to in future act very mature and romance Annie to point where she kisses him then go "boo, I'm also coyote" and laugh. And Loup might whole heartedly agree that was a "wonderful plan", the finding Annie so attractive at first sight could be Loup leaking through.

Feel free to create runaway fanfic, though. I'll be over here at the big table not speculating about the romantic potential of a being still trying to get used to the idea that it is even possible for him to have such feelings. At his stage of development it just feels icky.

So Jerrek made me think of something. His pre New People function had to do with basic plumbing maintenance/inspection, and seemed he seemed to roam the massive and doubtlessly complex Court plumbing system. I can assure you this would be an endless, time consuming and repetitive task. When I say endless, I mean that useful work could feasibly be done indefinitely. Now if you don't need to sleep, eat or take major rest periods, that's a nightmare long shift. Even counting giving reports (which can be done remotely) the amount of robot or human interaction Jerrek has had previous to assimilating is likely very limited. He knew to go see the shrine, but has he ever been out aside from that? Was that programed knowledge? How much default knowledge did he have?
I guess my point is Jerrek is actually handling the whole situation quite well.

There's also maintenance and coordination. But… it looks like you excavated a long-buried good point here. How many robots we have seen interact with each other the slow way? Perhaps that's why they avoid installing faster communication hardware. The clerk-bot seems slightly exasperated, but not surprised, it's probably common.

I say nightmare because of how long a shift could have convincably been for Jerrek, I'm thinking multiple days or much longer. He could have trouble remembering and socializing because his whole previous life was very unvaried and isolated, with very few notable memories and interactions compared to more socially placed Robots. That might not be a nightmare or hard to navigate memories for a Robot, but what about for a new person or human? Pluming repairs start to blur together for me, and even if they dont for Jerrek, a life of mostly pipe repair/inspection wouldn't make for a very socially skilled robot/new person.
