I know there's zero connection but man the big ole group in identical tracksuits is giving me some real Squid Game vibes. Obviously our sweet robo-children could never be compelled to engage in violent allegorical bloodsport, though, so I'm sure it'll be fine. (I really am sure, to be clear - just poking fun at the wardrobe choice.)

But with such a huge operation and everyone casually out in the open there's no way the court isn't aware of what's going on as well. So...why don't they do anything? Too busy with kicking Aata out? No need for sentient robots anymore anyway where they are going? I assume the Court is satisfied with the bots they programmed themselves, and regardless of whether none, some or all of the chassis buried during Loup's freakout are salvageable, they might just not care for what happens with the original CPUs. The Court-made AIs are probably much more reliable and less prone to neglecting their work to join transhumanist (transrobotist?) cults. I don't know, their eyes still look slightly more vivid blue than Tom would usually draw "normal human" eyes - especially considering RedHair and BrownHair's eyes also look slightly more muted in that panel than they have in previous pages. Green is a "standard human" eye colour as well after all, it just doesn't come in as vivid shades as the NPs we've seen with green eyes. I'm clinging to my theory that something about the NPs' eye sensors requires them to be vivid, highly saturated shades.

So far it doesn't look like we're geting Cylons at least - it looks like the RND function produces way more than 8 models! So that's probably good. It doesn't rule out things going bad when the court figures all of this out, of course... Tom doesn't usually have big battles or anything, but they way things are set here we could have quite a mess bearing down on our heroes! NP vs. Shadow Men vs. Court vs. displaced forest dwellers vs. Loup? Or some subset of that. Maybe we'll see really busy pyschopomps soon! Also, I know it isn't very likely, because it was not recommended, but I can't help hoping the guy in panel 6 shows up! I can hope, can't I? Kat said they'd keep the ones who chose RND within certain bounds, but she also seems to be letting them design their own if they like. As the librarian did.
Failing that, maybe we'll at least see some NP that decide to not look baseline human, like the fairy look in panel 4, same page.
It's probably perverse of me, but I would find a bunch of them deciding to look EXACTLY like Aata to be hilarious! Just picture it...

I'm picturing an assembly line process - chip goes in, New Person comes out, picks up track suit and sneakers from piles on tables, gets basic instructions on how to put on clothing and a little speech...
I get the sense things have accelerated! That's a lot of NP standing around, and some are out there aggressively getting more CPUs to bring her. Get as many done as you can before the court freaks? I agree with those who have said things like "if the court didn't know before, surely they must now!".

Are we seeing an exodus in progress?
Whatever Kat and the NP are up to, it's happening at a pretty large scale. Also, that's a whole row of warehouse bays there, not just her old lab! I'm almost suspicious that maybe she's made her stuff more portable, and it's in the van and under the tents, but that's a guess. Equally possible that she's shipping things in or out.
This isn't just a teenage girl in her lab any more! You can feel the excitement!

It appears that Kat's workshop, and the ones next door to it, are full of the new androids and their activities. It's hard to see just what they're all doing. There appear to be some figures sitting on tables in the upper left corner of the first frame, and it seems that there's some sort of assembly line extending out the second door. Some small tents are scattered outside the third door, sheltering crates of some kind, and at least one table. Someone's pushing a crate out the fourth door toward those tents, and a larger construction of some sort extends off the bottom of the frame.
Our two android friends have arrived in the second frame, and we see several other ones around, all wearing similar track suits – my guess is that Kat had her fabrication system make lots of identical-other-than-size track suits so all the androids would have some sort of initial outfit. That may in fact be what's in the crates and what's being distributed from the tents – everyone's initial clothing. The red-haired one's zipper is still halfway open.
The two androids spot Kat, and perhaps most interestingly, the red-haired one notes that she's working late, rather than, say, approaching her and giving her the CPUs they brought. They're in a bit of awe, I think, which is certainly consistent with how they've been looking at Kat up to now. Kat's talking to someone out of frame and seems fairly cheerful and breezy. Perhaps nobody's told her yet that her new friends aren't being very careful at the excavation site. Or perhaps it hasn't occurred to her that the Court's response to her project may not be positive. Who knows?
I wonder if the hair-cutting and Model H robots got called to shield duty.

Well, Shell did tell Annie that the Court was already under way with its relocation project. It may be that many of the ones in charge are already wherever they're going, or in transit, or shuttling between the two keeping busy. At least some of the Shadow Men are probably pretty distracted right now too, filling out reports and undergoing debriefing, since they just returned from their mission, and since it went nothing like what was planned. It's still possible that the Court hasn't noticed any of this yet. It seems unlikely that it never will, though. What will they do? As you say, perhaps they won't care. Or maybe they will – not because they want their old robots back, because as you say the new ones are fine, but maybe what Kat's doing is of interest, either positively or negatively. Positively: Will they find out about Kat's angel side? Will they try to use it to power the Omega Device? Negatively: Will they see the androids as an invading army? Will they see this new faction as a threat to their power and try to crush it?

Your specifically calling out Arthur made me remember that this page was a thing, and it actually has a great answer to your great question! Apparently, not only can the robots change their bodies, they actually do it using Kat's "matter transference" system - she can literally just teleport one part out and replace it with another. Although, it does specify "modular parts", so maybe there are some parts that aren't modular, and thus a limit to how much can be changed in this way.

That's looking like quite a population increase... the Court had room+buildings for it before Coyote's land wave, but does it still? And does it have everything else, such as food? If they had to bring in clothing on an "emergency" basis, a shipping container full of track suits would be quite plausible.

1. Picnic tables! Not Q&A desks, places to eat and socialize. 2. Still looks like where you get your track suit and shoes. 3. Maybe where NP pick up food? I was thinking the tents might be help desks also. 4. Still seems like a manufacturing bay, based on the large box being taken out and the truck or van backing up to it (or leaving).
I did a little research in old comics, and I think we might actually still be at the site of Kat's original lab. She's just taken over the rest of the bays. The face of the warehouse looks pretty familiar. If so, stuff has happened, probably due to the Loup thing - there didn't used to be dirt next to the parking lot!
So either this is a new site they've taken over or built, or the surrounding stuff got flattened as a result of Loup's actions.
