I don't think this is Zimmingham, it's too bright and too empty. I think Gamma's gone missing (because of Zimmy last chapter), and for two people that are mentally linked, that's a worry. Zimmy gotta be racing to find Annie before her nightmares catch up to her. I bet this is how she meets Anthony face to face too. Edit: I guess it's possible she's still in the process of escaping the vision she had last chapter too, which might require a gauntlet run through Zimmingham.

I think Gamma's gone missing (because of Zimmy last chapter), and for two people that are mentally linked, that's a worry. She was also looking for Gamma back during the ship adventure (edit : in fact it was the time when Jack was trapped, during the Torn Sea it was Gamma who found Zimmy but then too they were separated). And we learned then that they have a place where they go to find each other, meaning this happens often. I think something similar to what happened on the ship is going on here. Someone is using Zimmy's abilities to distort reality, so as to provide good conditions for whatever the heck is going to happen next. Zimmy is there to allow reality alteration. The "omega device" or person is probably there to make the actual change, the way Kat was used during the Torn Sea. The robots who manipulated Zimmy back on the ship must have had access to some device of the Court. The Court wants to reshape the world in a way that will benefit them. Possibly erasing the Forest completely from existence.

Zimmy doesn't seem very enamored, with the new tap dance routine of the black-static eyed inhabitant. Wherever this is, it seems warped like Zimmingham. Is the tapping coming from something Zimmy-related, or something Court-related leaking through?

I am also on the fence about whether this is Zimmingham. It's not as cramped as Tom sometimes draws it, and those stairs initially reminded me of this scene. In The Torn Sea, Zimmingham was more brown colored, while the Court tends to be purple. But given the clouded sky we can see on this page, I'm guessing (with only slight confidence) it's Zimmingham. A weirdly empty Zimmingham. Probably not a good sign.

Just looking at the artwork, I notice that in the first panel there's a brick wall with sloped coping as if to follow a staircase ceiling that had once been there. It looks as if there's a landing below, then a flight of stairs, then another landing, all behind a wall that prevents us from seeing it.
Then in the second panel we see a staircase – the wall to our left is a stone wall, but we don't see the right side where the bricks presumably are. But the lower end of the staircase opens to a flat surface made of stone slabs.
And in the third panel we see what looks like more of that flat stone surface. Zimmy is in the distance, running away from the viewpoint "camera."
It's as if we're hearing the tapping sound, looking toward the staircase, moving to look up the staircase, then turning to see Zimmy, having run down the stairs and past us, running away. (Is she running toward something or away from something?)
Alternatively, we could be following Zimmy. We hear the tapping sound, we look toward the staircase, we move to look up the staircase, but Zimmy's already run up the stairs and gone. We ascend and see her running away. This assumes that the flat stone slab surface is also present at the top of the staircase as well; that's not established.
So, scenario 1: Zimmy runs down the stairs, past the point of view, and away. The viewer is not involved.
Scenario 2: Zimmy runs up the stairs, away from the point of view, and away. The viewer may be something she's running away from – or may again be uninvolved.
