There's two immediate reasons I can think of for why the Court(or anyone, or any organization) would claim to not need something, than go and use it anyways.
The first is that circumstances change to the point that the unneeded was needed, or become so dire that such things are used as a stop-gap.
The second is that the court is just super cynical/awful and constantly belittling the importance of another as a forms of negotiation and/or smokescreen for, as you say, theft or exploitation, something negative.

Gamma is a greek letter. Omega is a greek letter. HOW DID I NEVER MAKE THIS CONNECTION BEFORE?!?!? I'm not sure it's relevant in any way but seeing them both side by side suddenly lit that particular light bulb. Ana and Kata are opposites in Greek. Up and Down. Annie. Kat. I keep wondering if that is on purpose.

By the way, the Court did say they were uninterested in Anja's abilities, and then they stole it and used it on a massive scale. Wouldn't be surprised if that happened again. But ... did they? I'm still thinking that we haven't seen the last of time travel in this story. I kind of think that Anja and/or Kat are going to go back in time and install that hidden shielding subroutine in the robots. It's just like Anja's shield because Anja herself put it there, working together with her daughter. But again, speculation. well she was with Kat during at least one trip to manip time and helped her make sure she was born. It's possible she also helped her make the shield in the old robots old bodies (as she made them flesh at a much later date) Kat only gave bodies so far to the ones making the shield which are in part of the cult of Kat via Robot deifying her on each transfer.

So it wouldn't be a real surprise if the "Omega Device" is an attempt to have a machine (or machines) the Court controls that replicate the etheric powers of some specific individual. Whom we may or may not have met. But is not particularly under the Court's control - as pretty much every significant character with known etheric abilities has demonstrated that they aren't.

We can see that at least the last two pages are connected - the stars spill from Loup's page into Zimmy's, and, even more interestingly, the flowing water in Loup's world becomes the fleshy red substance that Zimmy is trapped in. If you look at the pages side by side, the two pieces share the same lines and curves, but have different textures. I agree the last 2 pages definitely lead into each other, the same shapes but different dimensional colouring, it looks like the page with zimmy standing up while saying "Gamma" (page 7 in the photoshop) might lead into the Loup strips too. Does that shape moving rightwards off the page turn into the stone?

I think the court is doing another experiment, only it is now at a much larger scale, and Zimmy is picking up on it. I don't think Zimmy is part of the experiment, she's been left to her own devices. Or that's what they want her to think. Don't influence the test subject's behavior by letting it know it is being observed. By the way, the Court did say they were uninterested in Anja's abilities, and then they stole it and used it on a massive scale. Wouldn't be surprised if that happened again. But ... did they? At first I thought that Zimmy was responding to Loup, but looking at this page a second time, to me it looks like she's turning around, seeing someone, and recognizing them. Asking their name to confirm, because maybe she hasn't seen them in a while. I'm definitely on board with the "Omega is a person" theory. Maybe someone we already know.
With that in mind, I had the sudden thought that maybe Tony, with his mysterious background and poorly developed emotions, is Alpha. At first I thought no, because his name starts with a T - but that's short for Anthony, so... throw that on the wildspec heap, I guess?

At first I thought that Zimmy was responding to Loup, but looking at this page a second time, to me it looks like she's turning around, seeing someone, and recognizing them. Asking their name to confirm, because maybe she hasn't seen them in a while. I'm reading it more as Zimmy picking up the same signals Loup did, about the ominous name and whatnot. After all, her brain is in tune with the ether in a similar manner to Coyote and Renard.

It looks like 2392 Zimmy is looking up at 2393 Loup. (I'm not saying that she is necessarily directly perceiving him, though.) Note, as well, a continued diagonal line between the (rust? dried blood?) floor and the jutting rock in the latter page. Loup's streaks in the lower right of 2394 also sort of connect to his ear and neck in 2395. The way Zimmy turns to look right in 2392 and turns to glance back left over her shoulder in 2396 seems to add a further symmetry to the closing (aside from the epilogue) five Z-L-L-L-Z pages.

Antimony's named after Surma's grandmother Antimony (thus Annie's great-grandmother), who could "control fire real easy." And the way Coyote words it, he doesn't know how Antimony's fire elemental ancestry happened; he only suspects. It must have happened somewhere other than the Forest, or before Coyote came to the Forest, or both.
