Upvote for the theory that Zimmy is actually Annie. I'm thinking about she being either the Annie who belong to this timeline (for some convoluted reason) or one of the current Annies who fell into the time stream (for some other convoluted reason). She has the eyes of someone who have seen more than she could handle

Yes, but Kat wasn't listening when this story was told and even then I doubt she'll send the Tic-Toc back into pre-Court times because she suddenly decided she had to absolutely cause some legend told among the robots. But she had already done it. Maybe during one of her future visits.

But she will send it back then. We don't know why yet, but it will happen. The present day robots don't seem to know that much about the times or their first generation. The Tic-Toc could as well appear in a time after the Court's foundation, but early enough to develop into a legend in the following times. No one can see the scar any more, because Jeanne healed it before she went into the Ether. Its last chronological appearance (barring this and the previous chapter) would be when Ysengrin brought the remains back to the Court. should see the scar now b/c they are seeing the past through etheral means. the real question on why we don't see it now is to determine before the next page is this their real past or alternate dimension

Maybe that's why they don't see the scar?

Maybe Brinnie could see it with her ether vision and maybe Annie^2 could also see it if she concentrate and see through the ether. But they either don't saw a reason to do it nor a reason to comment about it (in the Norns case)

The Tic-Toc could as well appear in a time after the Court's foundation, but early enough to develop into a legend in the following times. You know, you're right. I was taking what the robots said in chapter 25 at face value when there's no reason to believe that they're correct. Robots don't lie, but they can have incorrect data, believing it to be correct. And even so, the robot on that page says "... said to be older than the Court itself." He's literally telling us that this is information from some other source. We don't know that source is right. We don't even know what that source is. Maybe older robots, who got it from even older robots, etc., in a game of telephone going back to the original golems? Well, as several people already pointed out, I was talking about past-Annie as seen within the timestream. But as saardvark suggests, maybe they can't see it because they're seeing things from the Tic-Toc's point of view, so maybe this is a camera image of physical reality. Because of this, it's possible that even Brinnie and the Norns couldn't see the scar on past-Annie's face in this image, but we're probably seeing things from Kat's point of view anyway. Now, we're viewing the past through the timestream, which is certainly Ether-based in nature. That's a point in favor of there being at least a possibility for some beings to see past-Annie's scar. But they may have to shift their perception to see it. There's certainly none of the more colorful painted style that usually suggests that we're looking into the Ether. Ah yes. We're looking back at chapter 12 here, and Ysengrin brings the broken but somehow sprouted Tic-Toc to the Court in chapter 14.

Yes, I had misunderstood you there. And yes, whoever's point of view we are shown, it is definitely not in ether-vision.

Maybe that's why they don't see the scar? Not to mention, Kat's interactions with the ether has revealed her as not really interacting with it. If she cannot even observe its effects then it makes little sense for her to construct anything that she isn't even paying attention to. An equivalent would be if Kat was red-green colorblind and didn't bother to let the Tic-Toc distinguish between those colors since it is normal for her for there not be a difference, yet now Annie would go all "Kat, my hair isn't green. Why is it showing up as such in the camera feed?".
