It's been formsprung that the Court robots are/were kinda a society unto themselves, really only visible when they're doing tasks; they do what they're told but are known to become obsessed about things and act strangely on occasion. From Robot's example in the comic and also formspring we know that they can change their behavior around humans to appear less weird/obsessed/whatever when it's useful to do so. Bobby showed us that the robots can play along with human expectations to, if not lie, cultivate desirable misunderstandings. Generations of that plus the current crisis probably means the Court really doesn't know something big is happening. The biggest clue-in would have been Ship's behavior in Torn Sea but that was likely written off as a single bad actor. Kat, though having interesting research, failed to give Ship a flesh body during that incident even with etheric aid; Lindsey was the only adult member of the Court present and she didn't have a first-hand view of what the robots were talking with Kat about or what Kat was doing. Any info the Court had was gleaned from interviews after the fact from kids who were either not at the center of the action or had reason to skip details. [edit] Should also mention that Kat destroyed some evidence, too. [/edit] After that, individual people probably had inklings that something was still up with Kat and the robots but wrote it off as a knock-on effect from Torn Sea and/or the usual robot silly shenanigans; if they paid any formal attention they may have asked Art, which wouldn't have gotten them much, or perhaps they assigned Juliette and Art to watch the situation which cued those two to contact Kat. Then, of course, when the shield protocol activated they did take notice but they now (very probably) think that the non-headcrabbed robots are all immobile, so there's no need to do anything or even look into anything. I'm looking forward to seeing what the Court will think of all the changes that were made when they weren't paying attention.
