A couple thoughts... Yeah, Kat is looking very stiff and intense on the page. Laser-focused, I would say. She has just damaged her first romantic relationship, possibly beyond repair. If so, she may feel there is nothing else left for her to do but to plow ahead with her work with grim determination.
so Juliette has *not* left the Court? She's still "wearing the uniform" as well... acting like a spy for Kat? In my reading, Juliette looks almost like Kat's subordinate here, at least for the purposes of whatever they are working on. But one does not preclude the other, if you think about it. She scanned the Annies, and now she's back to fiddling with robots. She's making an army of Annie-bots? Or maybe she tries to duplicate the robots? Then one copy could remain in the shield, and the other would have its freedom of action restored. It strikes me that panel 5 of the current page looks a lot like the two parallel experiments she ran on Annies earlier (see last panel) rolled into one. That earlier experiment's goal might have been to reverse engineer what happened to Annies, so that it can then be applied to robots. It may work in the sense of creating robot clones, but a bunch of robots running free around the Court while they all should be maintaining the shield is a very obvious evidence that some meddling is going on. I'm not quite sure the Court officialdom would like this.

If she's about to load a bunch of robot brains into mechanical bird bodies I'ma freak. I am actually 100% on board with this theory. Making the Tic-tocs now not only fits with Kat's goals (as people have discussed before, a little), but it also just kind of fits with the heavy atmosphere of this page. Except why would she give them non-organic bird bodies when what they want are organic humanoid bodies?

She herself said that they were replacing the CPUs, so if she put the CPUs into new robot bodies, those would be almost entirely different robots. There would be primitive robots manning the shields, and Kat's more advanced ones. I could be wrong, but it seems to me that if she made a copy of the CPUs, that would be duplication.
