I don't think Annie would have been welcome at central admin even before "her". Agreed, except possibly in an interrogation room or a detention cell. On the plus side, the cell would have a bed and no copies of herself. If I were Forest!Annie I would seriously consider opting for the cell. But if Court!Annie has been staying with Anthony then her old room should be free.

That doesn't look like the Court in the last panel. We don't really get a great look at the waterfront for the lake in the comic, and what we see looks more like industrial zones and apartment buildings, but there are residential-looking buildings (single-family houses?) pictured on the title page of Ch. 28 that look similar to some of the houses in the last panel of today's comic. It took a while for it to register but the weirdest thing about that panel is all the PEOPLE. I wonder if the Court is deliberately being depicted a little differently because the nature of the relationship between Court!Annie and Anthony has been/is positive.

A reference to them travelling to "the coast" is here and the evac plan is mentioned on the previous page. If everyone's been herded to the fartherest point from the forest for safety's sake, it'd make sense that the new residential areas are a fair bit more crowded than we're used to seeing? Yes, but they're loitering around. In plain sight. There's danger of a bystander saying hello as they pass by. Or starting a conversation. Even this far in wandering around the streets is probably not a great idea. Some people are probably idle because they can't do their jobs and can't be risked helping out in the dangerous areas, though, and after a few months surfing and netflix is probably getting old.

If it's revealed that Court!Annie is a fake then it's going to be really freaking awkward how they've been treating her.
If it's revealed that Forest!Annie is a fake then it's going to be really freaking confusing on why Tom gave us important exposition on a fake version of Annie.

To the extent GC maps onto the real world, it seems likely they've moved/evacuated from the main part of the Court, on the W side of the Annan near the bend in the river around Hoddom and Brydekirk, south to the sea (on the Solway Firth) just south of the town of Annan itself. Maybe...!

Aside from the actual villains of the comic, is there anyone Tom wants us to like less than Eglamore? He's always got some off-color remark or behaves awkwardly in every scene he's in. If it's revealed that Forest!Annie is a fake then it's going to be really freaking confusing on why Tom gave us important exposition on a fake version of Annie. Yes, that's the main obstacle to the notion that the long-haired version of Annie is a fake. Short of somehow magically transferring her memories of her conversation with Loup to the short-haired version of Annie, it would make that entire chapter seem a waste.

There's the Deep Space Nine episode "Whispers", where it's told from the POV of an unknowing enemy duplicate. It's played for mystery and suspense, as the audience isn't in on it, but it's an interesting look into the "Other" being similar to ourselves. If done right, I wouldn't mind it here. Though, my current guess is they're both Annie, and court!Annie's flame is going out. It would be cleaner if they merged in the end, but if court!Annie dies, characters will probably mourn. If forest!Annie has to take court!Annie across to the Ether, it could be very interesting. Another type of examination of the "Other" being like us. Not a clean ending, but a messy one, leaving us thinking.

Well, I dunno. I count a grand total of seven people in that last panel (and no one other than "our gang" in the other panels). Not exactly bustling.
Besides, if this area is under the shield (which I presume it is), some of those "people" could be robots doing their shielding duty. I'll admit, though, that I don't see any of them in the typical posture of a shield robot. (Or, they could be non-shield greenheads.)

I speculate that the Annan flows underground now, at least along part of its border with the Court. Basically Loup just pulled the clifftops together, letting the flow continue underneath. Otherwise, a lake would start forming as the upper Annan continued to flow into the area from N of the (former) gorge, and would provide a new barrier of sorts between Court and Forest. And yes, there is precious little forest left on the east side of the lower Annan these days.... mostly Scottish farmland now.
