I thought she was just frightened by Kat's etheric form and wanted an explanation even if Kat herself doesn't even know why she's like that ...and upset that Kat hadn't told her about it, and concerned/angry that Kat would do something so possibly dangerous to herself (from Annie's point of view, which might be correct). Welcome, btw!

I think I understand some of what Annie must be experiencing. It's complicated, and if the way I'm reading it is right, I really like the portrayal.
First, the ether is Annie's thing. She must feel some sort of ownership, for lack of a better word. It's her domain, and someplace she feels comfortable. She's practiced hard to gain mastery over it. She's sacrificed a lot in pursuit of growing this talent.
At the same time, the ether is sacred, in a way. It's spiritual, quite literally, with the souls of the living bound up in it and sustaining it. Some of the Court's most worrisome work has been tampering with the ether (c.f. power station chapters). It seems to seek to turn the ether into something mundane, a resource to be exploited.
Now, here you have someone with no apparent etheric talent, entering the ether through methods unknown. And not just entering it, but apparently making it her plaything. Annie knows that Kat has access to Diego's notes, and must suspect that Kat gained entry to the ether through technological means. That has to be an affront of some kind, an abomination of the natural order.
I again base this reaction on the reaction of the wise women learning that Egwene had entered tel'aran'rhiod in the flesh, in WoT. The situation is different, but the emotions seem comparable to me.

I don't think she was angry, I think she was upset. She was confronted by a gigantic terrifying Thing and it turns out it was her best friend who had never managed anything etheric before. I can forgive her for being unsettled.

Add to that what others have said about Kat's etheric appearance, and Annie's response is almost restrained.

I'm also getting the sense that Kat herself is...uneasy...about the propriety of how she entered the ether, and possibly even about creating the "wand thing" in the first place.

It could be that being in the ether is an unnerving experience for Kat, in contrast to Annie, who is normally comforted by it (when she's not seeing a giant mecha).
