I think we already had a chapter on Kat. My bet is on a chapter about the people in the photo around the time when it was taken.

Tom said the chapter would not focus Annie here. Either that or he was saying that it'll be a story about Boxbot (which looking at the title doesn't look so far fetched any more.) I'm not sure where people got the idea that it would focus on Kat. Tom said S1 was the type of robot Robot is. So it seems this chapter will focus on Robot. It also looks like Mrs Donlan will be making good on her promise to show Annie how to use the blinker stone.

Though that raises the question of where the cover picture fits in, since Mrs. Donlan only promised to teach Annie how to use the blinker stone, not Kat (and I can't see Kat being given lessons; her expertise is in science, not the etheric). Though some of the pictures on other title pages have been of things that looked dramatic, but weren't that important to the story (the picture on the title page of Chapter Nine, for example, was of the mask glimpsed briefly in Eglamore's office). So the blinker stone might feature in the chapter, but in the background.
And I honestly don't think it's going to be about Boxbot. He's been just a bit character, used for a gag on one page and never heard from again after that. I don't think he's accumulated enough story potential to be the focus of a chapter (and I don't think that Tom would make a chapter revolve around an extremely minor character just because he's grabbed the attention of many of the readers).

one of the definitions for S1 by Google:
"The initial storage in the stream system at the beginning of the event used in the balance check. This storage includes the water in the branches and in reservoirs."
Assuming that this is a relevant definition, my guess is that this implies the beginning of some snowball effect. (The beginning of an all-out war between the two factions, maybe)

What inspired robots appearance? Robot had wings because he is/was a model-S robot. Before you ask, this will be explored in the story soon.

If the chapter is named after one of the robots at Gunnerkrigg, that would fit the focus being on Kat; she's already made plans to build a new body for Robot, and this chapter might be about her gathering the materials and information to do so (with S1 being involved in some way).
Except that doesn't explain what that has to do with the blinker stone. Maybe (in a reverse of Chapters Twelve and Seventeen) Kat heads off to do her robot investigation while Annie's having a class on blinker stones with Mrs. Donlan. (Annie might even be using it partly to distract Mrs. Donlan in order to give Kat the opportunity for her investigation.) It would still mean that the blinker stone doesn't have a large role in the story - which would make it seemingly an odd choice for the title page art - but as I mentioned above, Tom's often used relatively minor elements from the story for that art, if they're dramatic-looking enough.

S1 might be a slightly less advanced model of Robot, since it is earlier in the series. Maybe we will find out the origins of these robots.

In any case, S1's serial number implies that it is the prototype or, at least, an early model of S - series robots. Maybe Kat is going to enlist the help of S1 in getting its series' blueprints, so she can construct a new body for robot (then again, Antimony was able to do that without any blueprints, and there happens to be a conveniently labeled room full of no spare robot parts). Another thought: When Antimony infiltrated the robots' lair, the board listed many faulty robots. Maybe the S series has gone insane collectively, and S1 is either the cause or the cure for this.

Perhaps Kat will make a much more technologically advanced body.

Or maybe Robot was just the 13th robot in the S series. It's his serial number after all, not his type number.
