There is another possibility; the Court knows about most things happening on their grounds, follows peoples movements, records wrongdoing (Annie's cheating!), but does not act until they really need to or feel there is something to be gained. It's like they have more important matters to attend to, or the leadership is stretched to thin. Think of poor sleepy Jonathan. |

True, but it was hypothesized that the Court had decided to act here, and called in Tony to be their Fixer to reign in Antimony. If so, let's hope Kat didn't forget about the tracking... |

I think the Court is a bit too apathetic to intervene with the conflict between Anthony the students. I mean, look how long it took for anyone to comment on Annie's cheating. Assuming they did call him in to reign her in, they probably don't care as long as shes quiet.
If anything, Anthony would probably go to them himself and demand the tracking records for his own perusal.
