It might be just me, but in that panel it looks like his smile does not reach his eyes. Without the rest of the face, a smile is just a grimace.

I can see what you mean. It might just be me, but I think he looks a little bit softer in those panels then the other ones. Could be absolutely nothing though, I just always thought it was interesting.

...I've wondered: does he just not want Annie contacting the forest? Well... he did suggest that she try out for medium in the first place, so it seems less likely? It's possible that he only supported her as medium before he knew she'd become so rebellious. As Jones later notes, her personality has massively changed since then. That may have changed his assessment of who should be medium: as he head of GC, he would want a strong rein on the medium, and Smitty seems easier to control than Annie. This may also be why he was trying to dissuade her, as she could influence Smitty in the same way.
