I don't know why, but Jones comes off kind of sarcastic to me in that penultimate panel .
I mean, if she has any kind of tone in her voice AT ALL.

Like: "You started this whole mess, now see how you get out of it on your own!" But mediating in the conflict between Jack and Zimmy that is very likely about to arise should be a very valuable lesson. Note by the way that Jones still has the radio in her pocket. I absolutely assume she will be able to tell what's going on up on the roof without being there anyway, so she can still intervene should things get out of hand (e.g. by ordering an emergency-shutdown of the power station).

I hope I'm not the only one noticing the parallels between "I am interested in seeing what you do next" and "It will be far more interesting to see what happens if we don't [shut down the reactor and stop Jack's plan to draw Zimmy out]." Being considered "interesting" by Jones isn't necessarily a good thing.
Edit: Oh, and I've figured out what's really going on: Jones has supernatural powers, but the girl in the photo is a robotic duplicate of her, built in an attempt to replicate those powers.

We know a couple things from this page. Jones is not a robot. Being wet and cold does not make her uncomfortable. She might not even be cold. She also isn't very concerned for Annie's safety. While Renard = VERY CONCERNED. Oh, and Annie was also so easily convinced by Jones being a calm, relaxed maniac, she doesn't need to let Rey explain to Jones how irrational and insane she’s being right now. Or to point out to Annie that the entire reason she even agreed to go along was because Jack told her that Rey could come too, in order to protect her in case Jack tried to do anything to her. ... Excellent decision there, Annie! I am completely confident that this will turn out just swell!

So Jones just powered through a ~2-meter thick reinforced concrete wall without even breaking a sweat. Jesus H. Christ.
Also, I'm guessing that she won't intervene in whatever happens with Jack unless the building collapses or something similarly drastic happens (not that those things are particularly unlikely).

As I said before, I still think it's a case of "It would make far more sense for the girl in the photograph to be a major character, because the other five people in it are/were major characters, than a one-shot person who disappears from the story only a couple of pages after the photograph was taken".

The mess came about by Jack and Zimmy both being on the roof during the power station's experiments, which would have happened even if Annie had stayed in her dorm that night. So even without Annie, Jack would still have become infected. (Perhaps things might have gone differently after that if she'd acted differently towards Jack from Chapter Twenty-three on - but I don't know how much better she could have made things. Annie's never found Zimmy, either; they always simply cross paths without Annie expecting it.)
