I think maybe he does not behave differently when he changes form, but more changes form depending on how he is going to behave. He seemingly had something important to discuss with Jones so he took on a wolf form so as to seem respectful, rather than approaching her as a toy.

Mishmash has got it. Also, I interpreted events as todd did: Annie is making that face because she was eavesdropping and Parley barged in loudly, terminating an interesting conversation. I made the exact same face while reading the panel -- I wanted to know what Reynardine was trying to convince Jones, too!

Mishmash, or he would have looked ridiculous talking to her from seven inches off the ground. =P
Also, it's only when he needs to be in Annie's bag that Renardine ever changes out of wolf form. Either he likes getting places fast, he's becoming more respectful of Annie and Kat, he thinks he's handsome with that shimmering coat, he wants people to respect him more, or Tom just likes drawing the wolf better. I suspect the last one most of all. And the third, but that's a given.

Annie looks startled at the sight of Reynardine and Jones engaged in a conversation, or maybe at Jones treating Reynardine, not as an enemy, a prisoner, a murderer, or just as Annie’s possession, but as an equal. Not that one of them could be expected to act haughty, but still. So, if Jones and Reynardine are supposedly old pals and more or less equals, and Coyote considers Reynardine more or less his equal, and Coyote is a deity?.. And " grabbing a sword by the blade is a valid move - for Jones", and she's so perfect and seen-it-all, and there already was at least one divine character among humans in the Court, well..?
