I think Zimmy is actually trying as hard as she can to not flip the heck out.
Forced evaporation at that speed at night is rather scary.
Is the bolt heading towards Gillitie?

Also, the bolts in the last panel look a lot like the psychic lines between Zimmy and Gamma, just glowier.

gosh golly it's gonna hit Z and then shell morph into some kind of freakish huge monster!!! kinda like Power Rangers (just to be clear, I hate that show, but still it would be funny if that happened)
Now we know why the lake... the need this much water, perhaps to channel the non-used energy

It could just be me, but it looks like the bolt is heading for a shore that's much farther away than the shore from which the kids were looking. So, headed somewhere completely unrelated to the kids? To Zimmy? Maybe the thing arcs around the entire globe and comes back? Or there's another reactor somewhere?

Notice the panel where they mention the water, Annie is staring at Zeta, possibly she's remembering zeta's reaction to the rain. Or noting her reaction.

My first guess was that this was going towards Gilittie as well, although I suppose that probably would have started all-out war considering how Ysengrin reacted to the tictoc. Still, the Gunnerkrigg staff can't be too concerned about keeping this a secret if they're putting on a lightshow like this.

Well, as I understand it, the court can do pretty much whatever they want, as long as they keep it within the court. Yse sure won't like it, but there isn't much he can do about it.

There's no reason to transport the lightning within the Court via air. They could've a) built the facility it transports that power closer, or b) transmitted it via COPPER WIRES. There's multiple reasons for this. Transporting electricity through air is quite inefficient, since it has to heat the air up, and hazardous, since it jumps to the nearest grounded and exposed conductor. Also, I take the Court wants to keep this secret from school kids and people who live in that city(I mean, the building Annie and the rest are watching the light show from most probably either has offices or apartments there, so it's likely there's people there awake at night), so a lightning bolt at the same time every night would be very odd to people.

Things don't work the same way in this universe though. I'm still confused about the layout of the lake, if it is a circle in the middle of the complex and the power thing (sorry, not sure what to call it) is on the other side or if the power thing is in the middle of it.
I'm really impressed my the lightening-type bolts and the ZAP and the clouds, they're amazing and done really well. I like how you can see some stars too.

They could be messing about with etheric energy of some sort. The similarity between Zimmy and Gamma's link shown by Tom and the lightning, especially when it curls, makes me think this.
I'd imagine the Court doesn't have problems getting its own electricity from generators and the like. Thus I doubt this is any kind of powering experiment. This is something else entirely, especially if it can mess with Zimmy's mind.
