Her hair was supposedly getting in the way, but it really didn't seem to be. I kept looking for discarded scissors in the frame, to go along with the previous frame. It's probably a one-off, but now I'm imagining, a whimsical chibi ED for each chapter. What would a chibi Tony look like?

It's tough to take care of and it gets in the way. What I don't get is why she banged it off with one or more rocks. The rubble from most buildings and surfaces in the Court should be made with concrete or similar composites containing bad-at-cutting aggregates of one type or other. Residential areas or upscale buildings might have slate roofs; slate makes a crumbly sub-par cutting surface but it does flake into knife-like bits that would probably be superior at cutting hair than a random chunk of concrete, but maybe she isn't in an area where she could find slate. Maybe she's keeping a distance from any structures that might be inhabited? Even if so chewing her hair at the point where it reached her mouth would be faster than chopping using concrete and would probably make fewer split ends. There should be literal tons of broken glass hanging around from collapsed structures.* All she'd need is a scrap of cloth or leather to protect her hand which the wreckage of furniture should provide, but if even those aren't available she could tear a scrap from her clothing. Best guess: The ragged hair is a visual metaphor for the state of Idra as a character. *And why the hell aren't her feet protected? Elf magic?

Maybe she just does not know anything about the materials humans build houses from, and all that hiding from Court patrols prevents her from taking her time searching through the rubble?
BTW, the streets where Idra is walking on the last page seem to be rather cleaned of rubble.

So maybe she would if she could, but her shoes (if any) and proper materials to make new ones were unavailable due to time freeze thing, just like everything else.
