Cvet is clearly a roofing tile. He was going to subdue the Carver twins, with talk of improperly installed flashing. Sadly, his spotlight was stolen by an Ashray. Once again, roofing outdone by a leak.

Kind of ironic that the monster's name is Cvet (meaning Flower in many Slavic languages) and that the Annies troubles began with a Loup flower. hmm, Russian at least (a Slavic language) lacks articles, just like the rooftop speaker. Can a Cvet talk (and it is on the roof now, but met Monky after being placed in the bunker by Kat [probably with Paz' help]- then it and Monky decided to swap places as the Annie's "challenge creature" a joke)? I cant think of anyone else Slavic in the comic, other than Gamma, and she doesnt speak English... edit: clarified the imagined sequence of events a bit...

But yeah, now that you've said it, it is very likely that the person/creature/thing on the roof is indeed Cvet (tzvet) - and that Cvet happens to be on Loup's side.

Maybe Parley has a Rogat Orjak now? Can't remember source, but there was Word of Tom somewhere that said without Sivo, they can't find the Orjaks again, or something along those lines. Edit: Although maybe with Andrew's luck involved..... Edit again: Best I can do, typically vague answer.

The fact that the voice seems to be coming from the roof makes me suspect Robot, who is often seen climbing, plus he has history in manipulating dangerous events for Angel reasons, but does he normally talk like that?

He is creepily polite nowadays. He would say Miss Parley. And another artistic typo, Tom Siddell , Parley speaks with Annie's voice in panel six.

Ah good old Tom. Always surprising, in a surprising way. I thought it could be Robot, it's different from his normal text boxes but it's possible his new body could upgrade him to round bubbles - that said, it's lacking his green tint and I don't see him talking grammatically incorrectly. I'm inclined to believe the Rogat Orjak theory. Also I want it to be true they're cool.

And then it could've, then told them the other Annie tried to kill her, and no one would've ever been the wiser.

I doubt that Cvet is a flower monster though, since it was supposed to have a fight with two potentially very angry fire girls. Maybe it was another fire creature? I notice it neither decided to help the girls (or at the very least warn them), nor to come back early to warn Parley about the change of plan.

It was about their petty quarrels of the "That's my top" variety, which were getting on everyone else's nerves - so that the others decided to put them into a situation where they'd have to settle their differences (assuming they didn't kill each other first).

And it looks like only Reynard and Kat saw the two Annies, their other friends just saw Sylvannie for the first time this night. And there are some steps you can follow before tricking people in the middle of the night to lock them in a room for a fight. Talking about it for example. But this page shows quite clearly that they decided to deal with the situation before taking the time to have a proper discussion with Sylvannie.

Combined with the "Kat et al were 99% convinced both Annies were real" before sending them into the bunker, Cvet could have been the insurance policy in case they were wrong.
Of course, that assumes that Cvet could observe them without being detected, and was powerful enough to avoid damage from the Annies' fire once the test got going.
But what caused the change of plans? Did Loup intervene, and if so did Cvet try to do anything about it, or was she taken out of the loop (haha)?

Cvet is clearly the speaker.
The speaker is in on whatever Parley and the others were planning. Cvet was part of the plan. Presumably, Cvet was how they planned on keeping the Annies stuck in the bunk for a long time, when everyone knew that courtnie could cut her way out of a steel box without too much difficulty.
So, then, what is Cvet?
She is not the ashray. If she was, there would have been no change of plan, since the ashray pretty much worked perfectly, and Parley/Kat wouldn't be shocked by the mention of an Ashray.
She is probably very large, given the perspective in the last panel.
She would presumably be able to safely keep the Annies restrained.
Courtnie doesn't know who Cvet is, since she seems to think here that Parley is referring to the Ashray.
She addresses Parley first, indicating that she sees Parley as the one in charge here. (she doesn't address Kat first, so she's not a robot.)
She is likely Slavic.
My guess is that this is some kinda giant magical dragon creature, although not necessarily an Orjak.
