With the chapter well underway, I'm wondering who people think the "HER" is in the chapter title? Is this who you expected from the start?

HER being Court Annie seems like the most realistic answer. Last chapter, Loup's Trick, had people speculating right to the end that it was something other than Court Annie, yet nothing else really showed up. Last time something this big happened to Annie (Tony's return), there were two or three chapters in a row focusing mainly on that one issue.
It might be worth noting that chapters are generally somewhere between 25-35 pages long, and this most recent page is #23. As typically Sidell-ian it is for a chapter to be turned upside-down in the closing phases (and how we love him for it), this chapter both feels like it's winding down (both Annies are to the point of valuing and seriously considering each others' opinions, sharing inner thoughts, and sneaking smiles at each other), and feels like it's already had enough twists as it is.
Who knows, though. Maybe [Ms.] Giant Enemy Crab ended up being the interim commander of the monsters during Loup's half-year absence or something. (seriously tho what's up with the wall water)

I think HER is both Annies. For Court!Annie, the chapter is about "dealing with HER [Forest!Annie]." For Forest!Annie, the chapter is about "dealing with HER [Court!Annie]." We've been seeing things from F!Annie's perspective so we see C!Annie as the villain/problem, but C!Annie clearly sees it the other way around.

HER is both of them, but individually at the same time. Each Annie is referring to the other one as HER, while considering themselves the real Annie. However both of them are real, and they realise this themselves throughout this chapter.

As so often with the chapter titles, it's not one or the other. It's the Annies dealing with eachother, then Paz, then Kat, and maybe some her else will follow.

It started out as "one or the other Annie, or both" but it's looking like also the Annies dealing with Paz.
Unless Loup is now a girl.

For Forest Annie it is Court Annie, and for Court Annie it is Forest Annie.
