If Smitty needed a back up plan, that would suggest his ability stopped working in which playing the lottery would work about as well as any of us playing. It amuses me that this comic comes when a major US lottery has reached one of the biggest jackpots ever so many of us are having "if I win" dreams (I wonder how much I could pay Tom to animate GC?).

It really makes one wonder, which socioeconomic box would the Court fit in. Technocratic command economy? When you have a robot slave labour force that produces all consumable needs and makes anything else to order, it's probably less of an economy than just a procurement and supply chain. It'd be more interesting to find out how that supply chain interacts with the 'real' world, and where the raw materials come from etc. The Court doesn't seem fussy with money (see: Traveller), so they presumably have some means of external finance. Owning advanced tech patents like in Men In Black comes to mind, or just playing the markets?

The first thing that popped to mind when I saw this question was "He probably loses the lottery all the time to make up for all the luck he's taking up elsewhere."
But then I remembered, aside from that one time when he was stabbed in the chest, his luck ability doesn't seem to work that way, and that I'm confusing his luck ability with Fluke's luck powers from the Young Protectors comic.

I honestly always assumed the Court did less-than-savory things in order to procure their funding.
They seem like the type of organization to give countries powerful weapons in exchange for money.

Except that, to his point of view, he thought it was lucky to be stabbed in the chest because it meant Parley wasn't, so... even there his preternatural luck holds up... even to the point of it having happened in a scenario in which he could be healed.

Regarding the Court's economy, it seems you pay with time (taking a train AND a horse carriage just to get a haircut!), and being constantly surveiled...
I think the "backup plan" refers to in case he will leave the Court and live elsewhere.
