At least we know there is an eye behind that fringe. Now we can wonder if there are two... or three... I wonder if these abilities only manifest in the Ether. After all, Andrew isn't seeing those trees. So could the other girl temporarily change his beliefs? Maybe, he'd get a mental picture of a tree 'for no reason', or feel compelled to reevaluate his belief about something.

Have we seen that blonde fairy before? She looks awfully familiar.
This makes it interesting that the Court distinguishes the two groups, considering all of the transfers assigned to female bodies are also etherically gifted more so than their male counterparts.
I thought that it was just indicative of their lack of care about the Foley students ("Just toss 'em into a body who cares it's the easiest way to keep the numbers even") that they assigned fairies as female and literally everything else as male, but maybe the distinction between the two is more important than that. (It might also indicate that there's just a larger influx of fairies than any other species in the forest, which is interesting on its own)
In any case I guess this page could explain why Annie can't really manipulate the ether beyond changing her image, since she's a fire elemental. (or at least why she's never been taught to)

This would require an assumption that there are about as many fairies as everyone else put together, and this situation is stable. And if not, then they would go by numbers. Maybe they were shown how to do this once, and simply repeat the example? (It might also indicate that there's just a larger influx of fairies than any other species in the forest, which is interesting on its own) Coyote mentioned that 1) the fairies have a reason; and 2) they are processed differently.

(or at least why she's never been taught to) I think the simpler explanation may be fairies are more ethereally inclined than forest animals and it carries over through the transition. If the Court is interested in the Foley students' etheric abilities and the fairies are more ethereally inclined than the forest animals, then having all the fairies retain a female form might be preferential treatment to keep them happy and maximize the Court's benefit.
