Also noting how she's saying "we'll have to <do thing in response>" instead of talking about reporting it.
Do they necessarily have a particular objective regarding the cult or Kat's work or whatever? Or are they just generic high(ish)-ranking people, doing work freelance-style and only bothering to report on whatever they happen to find that seems important enough?

It is also explicitly stated that, while the other etherial creatures do come from the Forest, Shadow Men are the creation of Coyote. So them being on the Court side means that they are more likely to act as spies and informants for Coyote's regime more so than other creatures, and this would cause concern for the Court. One that is fully developed, doesn't fade in the presence of light and takes a humanoid form, in particular, would be especially interesting, since it would be unlike any other Shadow Man ever detected before. EDIT: As well, all students are placed in new bodies during the transfer, so it's not like they can sneak something into the Court. That being said, their summoning ritual originates from Coyote...

All students from the Forest are catalogued and turned into humans, though they aren't monitored as much as the others. Mort, Basil, the Haunted Teapot.... There are a lot of things hidden in the Court, but shadow men are known to be hostile towards humans. It seems that monitoring Kat's progress is just part of an ongoing effort, almost routine. The discovery of an undocumented forest creature seems to be of greater interest. Maybe Spybot has already reported Robot's proselytizing and it isn't new information, or maybe he is only reporting on Kat's work and leaving the robot cult out. Juliette isn't saying they should take action against Shadow, just that they have to monitor him more closely. But my predictions have been pretty poor this chapter, so maybe monitoring means capturing Shadow and performing inhuman tests on him.

I wonder, if any one could deduce Coyote's tooth was used, in getting Shadow 3D? They would need the back story. Coyote's tooth damaged Robot and changed Shadow in Ch 35. Poor Shadow may have gotten a double dose of Coyote's influence at that time. Shadow was attached to Robot when Parley inadvertently sliced Robot up using Coyote's tooth. When Parley dropped the knife made from the tooth. The knife lifted and separated Shadow from the ground. Since the shadow men are a creation of Coyote it is understandable that his tooth might affect Shadow. Rather than destroying him the blade infused Shadow with more substance. Coyote's original intent was to make some people but got distracted and they became shadows with glass eyes. Now Shadow has become 3 dimensional as well a alive, he needs to eat. We don't have an explaination why or exactly how this happened. We only see it start to happen after Shadow came in contact with the tooth.
