This just got about six times mre interesting, and I wish I was able to have called this.
So Jones both knows and can see Ankou, but she can't see Mort. And, it looks like there's a bit of a chance at reversing his death? Probably not. Oh, that must be the special circumstances he mentioned!

Considering how fanatic these psychopomps get with bagging their quota each month, and how eager they are to bicker over the latest dead kid, I would've figured they'd show more tenacity in grabbing Mort.

Guide of the Dead or not, we know from Jeanne's kill count that they aren't invincible. I wouldn't fuck with Jones either. ESPECIALLY if she's showing the closest approximation of protectiveness that she is capable of towards the person you're wanting to take.

She's probably just being stoic and evasive towards him. But after this encounter I have to wonder if Jones confronts a Guide Evert single time someone dies because of her involvement. It must have happened many times over the millennia. How many ghosts has she brought to the world I wonder...

Unacceptable! Clearly Anthony would make a better companion for Jones than Jimmy Jims, party hats would abound. I think Jones can see ghost-Mort. How else would she arrange lessons in interplanar communication? In fact, she says: "I have no connection with the ether whatsoever, but you and I have seen the effects of it first hand". Probably "having connection with the ether" means the ability to influence it directly, not just the ability to perceive it. And, according to Coyote's theories, Jones might very well be a product of the ether. Also, if topless Jones can stop a 50 ton bison, surely a bra strap Jones can deter a wimpy guide. What are the hormone-loaded male readership thoughts? Sporting nosebleeds at the sight of that tasty shoulder or disappointed by the insufficient might of those bombs of +0.05 unclothing? :-P

If Ankou were to take Mort away now, Jones would effectively have ended a human life. Today's page may look like she's intervening, but she's actually trying to undo her previous, unintentional intervention. This is more proof that, despite her protestations, Jones does feel emotions. If she truly didn't she would just let Mort move on. I think she objects on principle, not driven by guilt or remorse: she knows that she has misbehaved, by comparing the situation against her moral code, but doesn't feel it as such. Jones appears to have exactly one emotion, which is reflected in her unchanging expression: namely the state of being Jones. It's possible that Mort, while a ghost, retains a corporeal existence. Kat can see Mort all the time as well, despite her apparent inability to connect to the Ether, since, for example, she cannot see the guides unless they reveal themselves. Perhaps, on this occasion, Ankou made himself materially visible to Jones out of respect. Webcomics stone lady stands in a bombed street full of greyish rubble, facing the Breton Grim Reaper re: a child killed by Nazis. That sentence will not spell a sexy situation unless you remove all the words except »lady« (and possibly »Breton«), and at that point, you might just as well ogle paintings of the Judgment of Paris for all your frozen-faced, olive-skinned goddess needs.

One could make a lot of arguments to support or refute this, due to the nebulous nature of our own not-entirely-understood emotions. Plus this subject has been treaded upon heavily before. I will say this though: Jones has a personality. You can get to know her, and then from that point forward have reasonable expectations as to how she might act in the future. That's good enough for me.

In fact, the lack of emotional conflict makes it easier to predict her behaviour, and serves to set her personality in stone. Thinking about it, Coyote seems similarly devoid of emotion: whenever he throws himself into this or that little pose, the object of his displays is only to aggrandize himself, and his gleeful, bare-teethed stare seems as stereotypical as Jones' statuesque indifference.
