So some of them have seen or met fire elementals before, which either implies some of these guys are likely ancient or there are some fire elementals still around. Although we have no idea how far in the past Annie's fire elemental ancestor lived.
I guess they went off to discuss among themselves? Anyways, I think Annie made it clear that she doesn't want to fight them, but will if she has to.

I agree... She just doesn't look like Annie like that. Yeah, I thought her face looked somewhat like ghost Jeanne's, maybe it's the mask-like appearance of the face. Though in Jeanne's case it was because her ghost became a husk which only had hate and rage left.

OR when she was last a medium - at least 14 years ago. Same lineage - probably closer to her fire ancestors. Though we have no previous canon that Surma used fire - that's my most logical guess.

Even to the extent her behavior made her own daughter question her mother's morality. It is my WILD GUESS that Surma did use fire, naturally, but never went down the road of full fire elemental like this. I would even think the Court wouldn't want to push Surma this far either. A medium is useful, but a fire elemental is dangerous.

They were all over Ys, but as soon as they realize what she is, they just...leave; in the middle of a brawl where tempers are probably pretty high. HOLY CRAP!!! This makes her (in some sense) more powerful than Ysengrin. Ok, happy feeling's gone...

On a more serious subject; notice how there's a divider along the middle of her face? That ties in to previous depictions of fire elementals - but it's an incomplete transformation, given said elementals aren't limited to holding a human form and lack human features.
EDIT: Sweet catch: if members of that 'army' haven't seen a fire elemental before, odds are they never saw her mother, either.

Fire elemental Annie reminds me quite a bit of Adventure Time's Flame Princess.
By the way, did you guys notice that she still has her scar as an elemental? At least I'm pretty sure that's what the flame coming from her left cheek is.
