I thought Annie had pretty much stopped wearing makeup after 'Divine'? As far as I can see, there's no point where she's not wearing makeup in any chapter since "Divine". Even where it looks like she's not wearing any in this current chapter is shown in the newest page to have just been a lighting-slash-covered-by-fire effect. Well, either that or she really did burn it off and then immediately afterward took the time to reapply it before trying to check Ys' wounds.

i think that represented more of a reduction in the psychological need to wear makeup. But who knows.

If they used pencils, heating the "lead" helps the liner flow better, making it easier to put on. Similar to why you'd heat the end of a pen.
