The decision-making process the Court uses for candidate selection is still unclear but it shouldn't be overlooked that announcing it the way they did was a big "screw you" to Antimony and possibly also to Jones. Things just aren't done like that in big organizations when important positions need filling; traditional organizations are extra-stuffy about protocols like that. By the time an official announcement is made all the important people already know who has been selected. People tend to take a sand-bagging like that personally and that leads to backbiting and backstabbing down the road.
It's possible to argue that Jones has no feelings that need to be taken into account but I am inclined to think she is right when she says that there's some factor in play she doesn't know about. There are a number of possibilities about what exactly went down, including that Antimony's tardiness made intercepting her and breaking the news early an impossibility but leaving that aside I see at least three big possibilities just based on stuff we do know.
Antimony has been busted on something that hasn't been revealed yet. Could be the cheating, could be sneaking out, could be robot-dealings, could be Jeanne...
Antimony hasn't been busted on anything but her age plus the actions we know the Court knows about have disqualified her, at least for now.
Anthony played a part in Antimony not being selected, either through communicating disapproval directly or indirectly, or that Anthony's actions are seen as a potential vulnerability or liability.
